Project Applicants Timeline

July 24, 2017 / GKCCEH Staff / Timeline Posted to Website
July 28, 2017 by 5:00 p.m. / Letter of Intent / Submit Letter of Intent to GKCCEH for Reallocations, New Bonus Projects, or Expansion projects by 5:00pm. Email to . (Renewal applications do not need to do a Letter of Intent).
August 3, 2017
9am to 11 am
Central Library, 14 W 10th St 5th Floor / Training / Mandatory CoC NOFA Training. Location to be decided. Provide Project Applicants with required documents for local competition and scoring forms to be used by the Review and Ranking Panel. (GKCCEH Staff to secure room and draft training)
All Renewal and New Project applicants must attend this training to submit a project application in this NOFA competition.
All esnaps training locations: MARC, 600 W Broadway, Computer Lab

4. esnaps user ID and password. Please have this set up prior to training.

RSVP to Amy @ . 2 people may share a computer…but one person must have an esnaps user ID and password ahead of time. State when RSVP-ing if someone is sharing a computer workstation with you.
August 22, 2017 by 5:00 pm / Submission of Applications / Submit Project Applications in ESNAPS and email local CoC required application documents to Amy at with subject line, “NOFA: (project name).” Once submitted no changes will be allowed to project applications or additional CoC required documents until after Rank and Review has been completed.
August 23-September 12, 2017 / GKCCEH Staff / Technical review of applications by GKCCEH staff, review of applications by Rank and Review Committee, ranking consensus meeting by Rank and Review Committee, and final Board Approval of Ranking Recommendations.
September 13, 2017 / Notification / All agencies notified of Rank and Review Outcomes. Agencies Notified in writing via form letter if project application is not recommended for funding. The CoC MUST notify project applicants within 15 days prior to the HUD application deadline if their project application has been rejected. Agencies that have rejected projects may appeal the decision via the process posted in the NOFA.
September 14 – 18, 2017 / Revisions of Applications / Agencies make revisions to their project applications as needed.
September 18, 2017 by 5:00pm / Final Submission / If an agency received application back for revisions, final submission in eSNAPs to the CoC is due.
September 26, 2017 by 5:00pm / Local Deadline to submit Full application packet (Collaborative Application, Individual Project Applications ranked on Priority Listing).
September 28, 2017 by 7:00pm / Final Deadline to submit Full application packet (Collaborative Application, Individual Project Applications ranked on Priority Listing).

Rank and Review Process Timeline

August 23, 24 or 25, 2017 / Training / GKCCEH Staff and Grants Committee provide training session to Rank & Review Committee on HUD NOFA Priorities and Rank and Review Guidelines.
August 28, 2017 / GKCCEH / Project Applications from agencies sent to the Review and Ranking Panel.
August 28-September 6, 2017 / Review / Review & Ranking Panel reads project applications and independently scores applications.
September 7 -8, 2017 / Consensus Ranking / Review and Ranking Panel meets for consensus meeting to rank each project application. Recommendation of Consensus Rankings of projects into Tier 1 and Tier 2 submitted to GKCCEH staff.
September 11-12, 2017 / GKCCEH Board / GKCCEH staff sends Recommendation of Consensus Rankings of projects into Tier 1 and Tier 2 to the GKCCEH Board for final approval.

*Grants Committee: Note that all meeting agendas listed below are tentative at this time and may be adjusted as we move through all the required work. Additionally, note, due to it being summer and meetings being on Friday’s there will be a call in conference line option for all meetings and that number will be shared soon. Please make every attempt to be present in person at meetings as this work is crucial to having you in the room, as much as possible.

July 28, 2017 at 9 am / Full Committee Meeting / Grants Committee Meeting. Work on and finalize project application documents which need to be finalized prior to Mandatory CoC NOFA Training on Aug. 3rd.
August 4, 2017 / Full Committee Meeting / Grants Committee Meeting. Begin work on Rank and Review Policies/procedures and documents, including scoring matrix.
August 11, 2017 at 9 am / Full Committee Meeting / Grants Committee Meeting. Continue work on Rank and Review tasks. Collaborative application assignments given to Committee work groups.
August 12-17, 2017 / Committee Members / Any suggested edits to Collaborative Application are sent to Lynn Rose and Heather Bradley-Geary, Committee Co-Chairs. Continued work on Rank and Review tasks.
August 18, 2017 at 9 am / Full Committee Meeting / Grants Committee Meeting. Review of Collaborative Application narratives.Rank and Review Scoring Matrix and policies/procedures to be finalized today as it needs approval from GKCCEH Board prior to Rank and Review Training.

July 14, 2017 / HUD releases the 2017 NOFA (Notice of Funding Availability). GKCCEH staff sends notice to the project agency contacts (completed).
July 20, 2017 / Announcement on Website about 2017 NOFA, with link to full NOFA (completed).
July 20, 2017 / Grants Committee Chairs/GKCCEH Staff sends DRAFTED timeline to the GKCCEH Board for approval (needs approval by July 21, close of business).
July 24, 2017 / GKCCEH Program Specialist makes posting of Timeline to GKCEEH website and sends via email to membership.
Week of July 24, 2017 / GKCCEH Staff provides MARC Staff with Collaborative Application questions related to HMIS and data quality.
By July 28, 2017 / GKCCEH Program Specialist sets up Google Document. (GKCCEH Staff and Grants Committee Co-Chairs to be editors)-before July 28 at 9 AM.
