Purpose of Services / DFAT Requires the services of an Enterprise Data Warehouse (EDW) specialists to work in the System Development and Enabling (SDE) section to provide specialist development, technical services and support for DFAT’s data warehouse and business intelligence capabilites.

Methodology / All work to be documented in accordance with DFAT’s standards and agreed Project Management Framework
Performance / Assigned tasks and applicable project milestones, as detailed in the relevant Project Plan, are met.
Specifications to be completed in accordance with DFAT’s standards and FMA certification requirements
Documentation / The Department may provide to the Vendor Department Material and the Vendor must ensure that the Departmental Material is used strictly in accordance with any conditions or restrictions specified in item 9 of the Deed Details and any direction by the Department.
Skills knowledge transfer / Clause 35 of the Deed applies (The contractor will be expected to transfer skills and knowledge to APS staff)

Mandatory Criteria must be met to progress in the evaluation, where the Weighted Criteria is scored / Mandatory Criteria:
1. Demonstrated extensive knowledge, experience and ability in developing and delivering EDW and Business Intelligence (BI) solutions within agreed time, cost and quality expectations
2. Highly developed EDW design, development, and implementation skills. Must have a sound understanding of structured system lifecycle management methodologies and EDW concepts such as data analysis and dimensional modelling, data mart design, metadata management, ETL design and development, BI and reporting development, prototyping and agile approaches to solution delivery, data quality and governance.
3. Extensive knowledge and experience in supporting Microsoft SQL Server data warehouse and BI implementations, including Integration Service (SSIS), SQL Server, Analysis Services (SSAS), Reporting Services (SSRS) and PowerBI.
4. Ability to adhere to agreed standards and better practice frameworks for EDW architecture, project management and system development lifecycle management. Willingness and ability to effectively contribute to the development and maturity of quality control frameworks for ICT service delivery including EDW and reporting development, support and management.
5. Willingness and ability to contribute to continuous improvement of application development, quality assurance, support, and management frameworks for ICT Service Delivery. This includes contributing to maintenance and improvement of the development environment, tools, practices and procedures.
Highly Desirable:
6. Recent .Net and C# development experience would be highly regarded
7. Experience creating and maintaining applications that are secure and meet security assessment criteria. Including familiarity with the Australian Government Information Security Manual; experience with secure coding standards e.g. Open Web Application Security Project (OWASP).
Desirable:
8. Well-developed technical writing skills and experience maintaining technical documentation.
9. Excellent interpersonal skills with the ability to develop strong client relationships and translate business requirements to technology solutions.
10. Knowledge of the ITIL framework.

Limitation of liability – cap / $10 million in the aggregate

(a)adhere to the APS Values and Code of Conduct as defined in the Public Service Act 1999 (Cth), the DFAT Code of Conduct for Overseas Service and DFAT’s Security instructions and comply with all terms and conditions of the Deed in accordance with Clause 11 of Schedule 10.
(b)Facilitate transfer of skills and knowledge relevant to the Services to DFAT staff.

(a)work extended hours; and/or
(b)undertake official DFAT travel
with prior approval of the business area Branch Head.
