086/0617 PUBLIC CONSULTATION.

No public attended the meeting.

District Cllrs Heptinstall and Parish Cllr Taylor– Apologies were accepted by the Parish Council.

089/0617 PARISH INFORMATION TO & FROM DISTRICT COUNCILLOR

The Clerk sent out an action sheet to the District Cllr prior to the meeting.

Matter arising were:

·  Gill Bridge/Ongoing no further action noted, Cllr Jaggar to obtain quotes for tree felling.

·  Signage for the George lane, entering the Village. No response from Highways

·  Election recharge, Clerk to continue to chase a response.

·  Bleakley Crossroads,Cllr Cummings confirmed that Highways only support the signage that has been added to Bleakley crossroads, no more plans are noted to change any further signage.Cllr Lumb raised the height of the signs

·  George Lane footpaths-Cllr Lumb & Jaggar requested signage and barrier equipment to carry out the work on the footpaths.Cllr Cummings to investigate further

·  A61 recommendations-Cllr Cummings informed the meeting that WMDC had come out to give recommendations on Highway matters,G. West has been contacted, it was noted that no response has been received. Poor lighting around the junction was discussed and considered.

·  Chicane-It was discussed that more prominent signage was required prior to the chicane.

·  Signage for the play area considered to deter residents from entering the play area with their dogs. Cllr Cummings to investigate costing.

·  Cllr Cummings and Manifield confirmed the cost for a basket ball hoop, requested by a resident for Hudson Avenue play area. It has been quoted at £3,000 to erect one in the play area.

·  Cllr Eames reported trees were over hanging at Old Royston over road signs.

·  District cllr Manifield informed the meeting that residents that were affected by the flooding had put in a formal complaint to WMDC about the flooding on Bleakley Lane.WMDC Highways has investigated the matter further. A survey has been carried out and it was discovered that the drains were full of tree roots and the cause of the ongoing matter. The drains have now been dealt with.Cllr Lumb thanked the District Cllr for their hard work to reach a resolution to this matter.

094/0617 CORRESPONDENCE

Correspondence received by post and email was presented to the meeting – this was reviewed and no action was required.

095/0617 GROUNDS MAINTENANCE

The invoice has now been received, no quote for painting of the benches has been received.Cllr Lumb agreed to meet with handyman to establish a quote for the work.

096/0617 ALLOTMENTS

Nothing to Report.

097/0617 GOVERNANCE REVIEW

a-To consider the internal Audit Report 2016/17 and agree any action required.

The Chair welcomed the internal auditor to the meeting to present feedback on the report and the internal audit process. Matters discussed were:-

·  Precept/reserve amount and a reserve policy to allocated reserves.

·  Risk Assessment /Adopted 5/5/17

·  A clearer allotment policy

·  The process on sampling transactions for the year

·  Asset register.

Cllr Lumb confirmed that the Parish Council has a diary of actions throughout the year to deal with governance matters.

098/0617 TO CONSIDER AND APPROVE COSTS FOR EXTRA TASKS FOR THE CLERK.

It was proposed that the Clerk to take on extra work, to take over the work on the website for the Parish Council and complete a weekly action diary for all to keep track of actions for the District and Parish Councilors prior to the meeting. This will make actions meeting to meeting more productive. It was resolved to pay the Clerk the extra hours involved for the work agreed.

099/0617 TO CONSIDER A REQUEST FOR A BENCH AND NO DOGS ALLOWED SIGNS FOR HUDSON AVENUE PLAYAREA.

A resident has raised concerns that dogs are entering the play area at Hudson Avenue. The Parish Council has requested costs for signage from Cllr Cummings and to investigate costs for benches and bases.

100/0617 POLICE UPDATE – SAFE SCHEME

The invoice for 2016/17 has been added to payments this month, Cllr Lumb informed the meeting that due to the recent terror attack at Manchester policing has been focused on protecting areas of concerns. Hours will continue over the coming months.

101/0617 TO CONSIDER FOOTPATHS ON GEORGE LANE AND AGREE ACTION

The Parish Council has requested barriers to protect Parish Councillors while working on the area.Cllr Cummings to investigate further and report to the next meeting.

102/0617 TO CONSIDER USE OF COMMNITY INFRASTRUCTURE AWARD.

Allocation of this spending is required, with evidence of this required money to be spent on community objectives.

The benches at Hudson Avenue considered as part of this spend.

103/0617 TO CONSIDER QUOTES FOR THE BENCH RESTORATION

Cllr Lumb to meet with Handy man to establish a quote for the work to be carried out and report to the next meeting.
