Saint Dorothy’sHome and School Association Bylaws

Mission Statement

The Archdiocese of Philadelphia supports the well-established Catholic philosophy of education that parents have basic rights and duties in the education of their children. The mission of St. Dorothy’s Home and School association is to provide parents and teachers a means of sharing and creating experiences for the benefit of the child, the school, and the home. Because we place the highest priority on the spiritual and moral development of our families and on their service to others, we will strive to assist in providing an environment which integrates academic excellence with Christian values.

Article INAME

The patron Saint of this organization shall be Saint Dorothy. The name of

the Association shall be Saint Dorothy’s Home and School Association.

Article IIOBJECTIVES

This Association will:

Section 1Assist with the advancement of Catholic education and the

welfare of the students at Saint Dorothy’s School.

Section 2Enhance the parents’ and the teachers’ role in the education

of the children by providing the opportunity for parents,

teachers and administrators to work together.

Section 3Promote and sponsor parent-school activities.

Section 4Provide educational materials and opportunities to maintain

and improve the quality of educational program.

Article IIIMEMBERSHIP

Membership shall be open to individuals of Saint Dorothy’s Parish. There

will be no dues.

Article IVEXECUTIVE BOARD

Section 1The Executive Board of this Association are:

1. Honorary Officers

a. Pastor

b. Principal

c. Faculty Representative

d. Past President

  1. Elected Officers
  2. President
  3. Vice President
  4. Recording Secretary
  5. Treasurer

Section 2The election of the President is a 3-year term. The

President will serve 1 year as President In-Training and 2 years as President. The election of Vice President is a 3-year term. The Vice President will serve serve 1 year as Vice President In-Training and 2 1 years as Vice President, 1 year as President and 1 Year as Past President. The office of Treasurer and Recording Secretary will be a 2-year term. No person shall be eligible to hold the same office for morethan 1 term.

Section 3The President shall:

  1. Preside at all meetings of the Association and Executive Board.
  2. Present to the Association all matters pertaining to the purposes of the Association through newsletters 2-3 times annually and verbally at all General Meetings.
  3. Be an ex-office member of all committees and receive notice of all meetings.
  4. Be advised of all checks in excess of $1,000.00.
  5. Appoint special committees and chairpersons thereof.
  6. Represent the Association in all work with other societies and public meetings and conferences.

Section 4The Vice President shall:

  1. Perform duties as outlined in Article IV, Section 3 in the absence of the President.
  2. Assume the duties of that office until the next election if the office of President becomes vacant.

C.Assume the office of President after (1) year, as Vice President.

  1. Act as an aide to the President.
  2. Schedule speakers for the 2 General Meetings during the Vice Presidential year.
  3. Responsible for all cluster meeting correspondence, meetings, etc.
  4. Plan the Home and School calendar for the succeeding or presidential year.

Section 5The Recording Secretary shall:

  1. Keep minutes of all meetings of the Association and Executive Board and prepare an agenda prior to the meeting.
  2. Provide a copy of minutes to all board members and, upon request, to the general membership.
  3. Send notice of regular meetings to members prior to said meeting.
  4. Conduct meetings in absence of the President and Vice President.
  5. Be responsible for all communications to appropriate person and/or organizations as directed by the President.
  6. Be responsible for assurances of a quorum representation and accurate accounting of all official votes at meetings.

Section 6The Treasurer shall:

  1. Receive all monies and deposit same in the name of the Association in designated accounts.
  2. Make disbursements only as directed by the Executive Board and advise the President of those disbursements in excess of $1,000.00
  3. Keep an accurate account of all receipts and disbursements
  4. Make a verbal financial report at each Board meeting and each general meeting.
  5. Responsible for overseeing any other accounts arising from Home & School activities.

Article VHOME & SCHOOL BOARD

The Home and School Board shall consist of the Executive Board and the

Chairperson for each standing committee.

Article VIMEETINGS

Section 1The Home and School Executive Board will meet on the first

Mondayof every month 7:006:30 P.M. from September to June. Committee Chair updates will begin at 7:30. All Executive meetings are open to any member of St. Dorothy Parish at 7:30, unlessotherwise designated by the Home and School Board. Special meetings of the Home and School Board shall be held at the call of the President and any three (3) membersof the Home & School Board.

Section 2A quorum of the Home and School Board shall consist of a

majority of its members. A quorum is required to be present

for the Home & School Board to transact business and to vote on matters coming before it.

Section 3If a quorum is present at a meeting of the Home & School

Board, a majority vote of those persons at the meeting is

sufficient to pass any motion or proposal before the Home

and School Board.

Section 4There may be three (3) General Membership meetings

during the school year. The dates and times of these

meetings will be determined by the Home and School

Board. Meetings shall be opened to all members of the

parish.

Article VIINOMINATIONS AND ELECTIONS

Section 1Nominations for the President, Vice President, Treasurer and

Secretaryofficeshall be made by any members ofThe Home and School Association.

Nominations for President and Vice President will tTake place in late September/early October prior to the last general Home and School

Association meeting. Nominations for Treasurer and Secretary will take place in early April. The consent of all nominees must be obtained before nominations are final. Each candidate will be asked to fill out a form provided by the Board to introduce him/herself to the general Association.

Section 2Elections shall be by written ballot to the entire membership

oOf the Association. The ballots will be tallied by the

Executive Board before the end of that calendar eschool yearmonth.

Section 3The names of the elected officers for President and Vice

President will be announced by the end of October. The names of the elected officers for Treasurer and Secretary will be announced by the end of the school year

Article VIIIAMENDMENTS

Section 1This Constitution may be amended by a majority vote of the

Home and School Board.

Section 2No parent who is a teacher and has a child in Saint Dorothy

school may be elected to the Executive Board.

Section 3The Executive Board shall have the right to fill any

vacancies among the elected officers of the Association that

are not already specified by the Constitution.

Section 4Executive Board shall have the right to add or delete

standing committees and shall have the power to appoint

ad hoc committees. Standing committees of the Board are:

  1. Fund Raising Committee

Subcommittees: Walk-a-thon, Candy Sale, Football Pool, Mom’s Night Out, Notecards, Dot’s Dandy Dollars, Market Day, Box Tops for Education, St Dot’s Pride Items

  1. Hospitality
  2. Student Services

Subcommittees: Book Fair, Dance, Hot Lunch, Subway, Santa’s Secret Shop, Nurses, Uniform Sale

  1. Home Room Representative Coordinators
  2. Computer Technology
  3. Marketing and Communications

Subcommittees: Marketing, Publicity, Student Newspaper, Publicity, Welcoming Committee

  1. Cultural Activities

Subcommittees: Play, Assemblies, Monthly Masterpiece, Young Authors-Writers, Forensics

Section 5Elected officers and chairpersons of standing committeesshall vote on matters before the Board. The chairperson of

each standing committee shall have one vote.

Section 6Non-voting committees and associations will be invited to

attend Home and School Association board meetings in

order to assure open channels and communication across

parish activities (i.e. Athletic Association, Grant Writing

Committee)

Section 7Dismissal from the Board shall be automatic after absence

from three (3) consecutive meetings without knowledge of

the President. Dismissal for cause is also permitted.

** Review and revision of the Saint Dorothy’s Home and School Association Constitution will occur a minimumof every two (2) years, with one exception, Article VIII,Section 4, regarding addition or deletion of standingcommittees will be reviewed and revised as neededannually.
