BACKGROUND INFORMATION/GENERAL:

This Request for Proposal (RFP) sought proposals to establish a contract(s) for Curb/Street Sweeping & Catch Basin Cleaning Services and to provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the Curb/Street Sweeping & Catch Basin Cleaning Services as described in the specifications herein on a per location basis.

The RFP package was placed on the Bid4Michigan website on July 27, 2010. A Mandatory pre-bid meeting occurred on August 12, 2010. The deadline for responses was August 31, 2010 @ 3:00 p.m.

Bidder provided information required for Article 4.011. Bidder provided sales volume for the past five years. Proposal reflected an average sales volume of $1.8 M over the past five years. A Limited Liability Corporation headquartered in Kalamazoo, MI, in operation for nine years.

Prior Experience Score 15.5 /20

Bidder provided two municipal references and one University contracts. Contact information, length of contract and description of services provided. No vendor performance issues were noted in MAIN.

The following deficiency was noted:

Bidder failed to include contract amounts for the three references provided.

Staffing Score 10 /10

Bidder provided a Project Coordinator-Supervisor along with three operators. Proposal reflected an average experience of 13 years for Catch Basin Cleaning. Bidder intends to sub-contract out street sweeping services to Progressive Street Sweeping.

Firm has no criminal or civil litigation pending. Firm has not had any contracts terminated for default. Finally, the equipment listing as submitted was adequate to perform the services under this RFP.
