Background Structure
The Asset Data Acquisition and Improvement (ADAI) project is a programme of activity which will deliver significant improvements in asset data quality in Northern Ireland Water (NIW). Above-ground(Non-Infrastructure)asset data quality in NIW requires significant improvement in order to enable the business to realise operational efficiencies and optimise asset planning. It has been indicated that a full inventory of above-ground facilities will be required in order to address the issues with above ground asset data quality. This will involve external contract surveyors physically visiting all of NIW’sabove groundOperational facilities in order to capture missing data, verify that asset data is correct and condition grade and tag all assets.
The Ellipse Asset Data Technicians will play an important role in the management and quality assurance of the asset data returned by external contractors.

About the Role
The aim of this role is to collate, enter and update quality-assured non infrastructure asset data when it isreturned to NIW by the appointed external contractor into the Ellipse Asset Inventory,utilising defined procedures. All asset data returns must conform to the Asset Data Hierarchy.
External surveyors (employed by a contractor) will return theasset data to NIW where it will be verified by a temporary project team of digitisers (the Ellipse Asset Data Technicians) before being uploaded to the NIW Ellipse assetdatabase following quality checks by the NIW Asset Information Team. Non-Ellipse data such as Process Flow Diagrams and Site Layouts will also be returned by contractors and must be verified by the Ellipse Asset Data Technicians before upload to the corporate system. In addition to digitising data returned by asset inventory contractors, a large volume of queries are expected during the course of the asset inventory. These queries must be logged and addressed by the ADAI project team. The Ellipse Asset Data Technicians will play an important role in logging, addressing and tracking these queries.
The post holder will report to the Non-Infra QA and Helpdesk Manager/Team Leader. The post holder will have responsibility for organising and digitising quality-assured non-infrastructure asset data (eg pumps,screens,control panels etc) into the Ellipse database and managing related issues such as progress reporting and quality issues. The post holder will also be part of the ADAI Non-Infra Helpdesk team and will be required to receive and log queries from the Asset Inventory Contractor.
Key Activities – Duties & Responsibilities:
Data Management
  • Entry of quality assured asset data into the NIWEllipse database including planning and organising the workload according to current procedures;
  • Interpreting source documents such as civil engineering plans, P&ID layouts, treatment process layouts and existing procedural documents;
  • Interacting with Data Suppliers;
  • Prioritisation of work;
  • Contribute to the improvement of data entry and progress reporting systems and procedures;
  • Evaluating, editing and updating M/E and ICAasset recordsand other data;
  • Provide Technical guidance and training for data suppliers and digitisers;
  • Contribute to planning, organisation and training for the other CAR Ellipse users;

Customer Relationships
  • Representing the ADAI Project Team in discussion forums;
  • Contribute to planning, organisation and training within project
  • Receive calls and log queries from asset inventory contractors and forward for processing.

People
  • Assist in training new members of staff.

Compliance
  • Ensure compliance with all NIW data quality requirements, proceduresand Codes of Practice;
  • Ensure all data returned by the external contractor meets the requirements specified in the contract.

Key Working Relationships(with whom and the nature/purpose of contact)
Internal: e.g. specific departments within NIW
  • ADAI Project Manager – ensure that project objectives are being met
  • Non-infra QA and Helpdesk Manager – report to Non-infra QA and Helpdesk Manager to ensure that team objectives are being met
  • MST Team Leader – ensure that MSTs are correctly associated with assets

Line Management(direct or indirect management/supervisory responsibility):
No line management/ supervisory responsibility
Main areas of problem solving:
  • Reporting instances where data returned by contractor is of an insufficient level of quality
  • Liaise with MST team

Decision Making (within the role and degree of autonomy):
  • The post-holder will report to the QA and Helpdesk Manager for day to day project related issues.

Eligibility Criteria
  • 3rd level qualification e.g. degree/HND or equivalent in Mechanical, Electrical, Civil (or Building related) or Process Engineering; and
  • 1 years experience relevant to operation and maintenance of M&E/Civil (or Building related) assets or treatment processes or the design and supervision of capital engineering projects which include treatment processes;
OR
  • At least 3 years experience relevant to operation and maintenance of M&E/ Civil(or Building related) assets or treatment processes or the design and supervision of capital engineering projects which include treatment processes;
AND
  • IT literacy including spreadsheet or database experience.

In addition to satisfying the above criteria, applicants will also be expected to display the following qualities and skills in their application form and at interview:

  • Understanding of M&E assets andtreatment processes;
  • An in depth knowledge and understanding of P&ID layoutsand/or Engineering Drawings.

Communication

  • Ability to communicate complex information clearly and succinctly;
  • Ability to analyse information and make decisions in consultation with key stakeholders.
