Job title:Head of Procurement Services

JOB PURPOSE

To lead a team of professional staff and provide strategic direction and professional competence in category management activity to support the delivery of the 3 Forces objectives. Be clearly customer focussed whilst ensuring compliance within the regulatory requirements. Ensuring value for money is defined and measured in all activities.

PRINCIPAL ACCOUNTABILITIES

1. / To lead and manage the tem by providingcategory management expertise and direction with clear focus to support the delivery of the objectives on behalf of the 3 Forces.
2. / To manage compliance of category policies and procedures in line with current legislation and best practice.
3. / Lead, manage and develop effective professional working relationships with key strategic internal stakeholders to maximise the long term benefits for the 3 Forces.
4. / Recruit, retain, motivate and develop staff to ensure the department has the team required to meet its objectives and lead the department in inspirational category management to be recognised as a leading authority.
5. / Own, lead and manage projects, including ‘spend’ associated with the projects, within the category management team to meet the objectives of the unit using a variety of techniques.
6. / Influenceand collaborate both within the Commercial Unit andwith internal and external stakeholders to provide the optimum category management services to support the delivery department and ultimately the 3 Forces objectives.
7. / To act as a catalyst for change in aligning business activity with the Force’s goals. Lead change programmes or initiatives through to successful implementation and continuous improvement.
8. / Representing Commercial Unit at national and regional events, deputising for the Commercial Director as required.
9. / To participate in the Force PDR process and take responsibility for identifying your own professional and career development needs. To carry out regular PDR’s for the team you are responsible for, identifying any developmental and personal needs.

1DIMENSIONS

Financial:Budget responsibility as set within the Forces Standing Order instructions.

Responsible for the budget of the Procurement Services Team. Overall budget responsibility across the 3 Forces of approximately £100m

Staff:Responsible for the management of the Procurement

Services team.

Sphere of activity:This is a key role in the Commercial Strategic Procurement Unit. This is a stand alone department within the Unit operating across 3 Forces with responsibility for approximately 10,000 customers. The postholder will be required to draw upon a range of broad experiences of difference functions of procurement and exploit a variety of techniques to deliver complex procurement solutions across 3 Forces. This role is specifically responsible for specialist category management and the procurement of goods and services as required by the Forces. The post holder will be required to influence and work collaboratively on a regional and national basis. This will involve strategic thinking, applying judgement in relation to customers and suppliers.

Other:The job holder will deal with key strategic suppliers in complex negotiations in relation to contractual and relationship issues.

KNOWLEDGE AND EXPERIENCE
Substantial knowledge and experience in a broad range of procurement functions and specific senior commercial / procurement experience of applying EU procurement regulations and Contract Law and its application
Substantial knowledge and experience of project management methodology (ideally PRINCE2 or equivalent)
Substantial experience of leading and managing teams to meet challenging organisational goals, including objective setting, performance management and leading by example. Experience of deploying a range of leadership/management skills to enhance individual/organsiational performance.
Experience of a diverse range of working in a collaborative environment working with challenging stakeholders with conflicting requirements within a wider political context

Ability to ensure delivery of multiple commercial projects within conflicting timescales
To provide guidance in all aspects of category management compliance to ensure mitigation of financial, reputational and operational risk for the Force
Excellent written and oral presentation skills to clearly articulate the vision and direction of the Unit. Ability to explain complex issues to non technical individuals in order to achieve agreed successful outcomes.
Ability to provide creative and innovative solutions to deliver desired outcome managing risks within acceptable tolerances.
Strong analytical and decision making skills.

MCIPS (Member of the Chartered Institute of Purchasing and Supply) or equivalent relevant experience
