Minute of Meeting held on 16 February 2012. The meeting started at 07:30 and ended at 08.35

  1. Welcome & Introductions
The Chairman welcomed everyone to the meeting.
  1. Approval of Previous Minutes
The minute of the meeting of 26TH January 2012 were approved.

  1. Matters arising from previous minutes
  • Boblainy Forest Group Meeting – The Secretary was given a copy of their Minute of Meeting held on 19th October 2011.
  • Flooding & sandbags in Balgate Drive – The Chairman reported that TECS have removed the sandbags and signs and are looking into the cause of the flooding. Mr MacLennan said that two causes could be because the gullies and culverts were not cleared. The Chairman agreed with this observation and will discuss this with TECS. He suggested that we collate a Schedule of Works and pass this onto Cllr. Drew Hendry to take this up with the Council.
  • Potholes: The Chairman reported that the Road Inspector, Mr Peter Taylor, has inspected the area and some potholes have subsequently been filled. However, there are several more which need attention and all Community Councils members are to email the Chairman photographs and location of roads till in need of repair.
  1. Druim Ba Windfarm Project.
The Pre-examination meeting (PEM) will be held on Thursday 15th March at 7pm in the Kiltarlity Village Hall. Mr MacLennan suggested holding a meeting before this date with Community Councils from Inverness West, Glen Urquhart and Kilmorack.The Chairman said he will put this to the other Community Councils and suggest meeting up before the PEM.
Mr MacLean received notification from Charles Stephen about a Community Benefit Workshop scheduled for 24th February and offered to attend, on behalf of Community Council.
  1. Planning Applications
Of the 15 applications lodged for week ending 13th February, there was only one in our community for Change of House Type at 1 Balgate Mill, Kiltarlity, Beauly, IV4 7GL. This was noted.
  1. Treasurer’s Report
Mrs Ward said that the Treasurer’s Report was status quo.
  1. Dog Mess
Mr Maclean has received a complaint about the dog mess in the area. Cllr. Carmichael said that the Dog Warden is booked off on long term illness and there is no substitute Dog Warden to carry out the respective duties. She added that Beauly experienced a similar problem with dog messand tackled this by raising awareness by engaging the local school children to make posters which were displayed at various locations throughout the area. This proved to be a positive action as there has been a noticeable improvement by dog walkers/owners to immediately clean up dog fouling.
Secretary will approach Mrs Offord (Tomnacross Primary School) to involve the primary school children to create anawareness in Kiltarlity by mirroring the successful campaign used for Beauly.
Cllr Carmichael asked about additional dog fouling bins. Mrs Ward said that the Council declined our request, due to a lack of funds. It was noted that dog mess can go into the green bins and therefore there is no reason for any dog walker not to clean up after dogs. The Secretary added that perhaps it was a lack of awareness as some owners may not know that green bins could be used for this purpose.
It was agreed to put up an information notice at the local shop and mention this in the next newsletter as well.
  1. Beauly Mossford 132kV Transmission Line Replacement
The Chairman received an Environmental Statement & DVD from Scottish and Southern Energy (SSE) about the Beauly Mossford 132kV Transmission Line Replacement and thisis available from the Secretary if anyone would like to read through the statement/view the DVD. / Chairman

9.1 Community Council Training
The Highland Council is running several training events for new and existing Community Councils members across the Highlands. The next meeting, closest to Kiltarlity is at Town House, Inverness – 4pm on 27th March 2012.
Members who are interested in attending must forward their names to the Secretary as she needs to confirm attendance numbers to The Highland Council.
9.2 NHS Highland/The Highland Council – Planning for Integration Planning for integration aims to improve the use of resources inHighland to get the best outcomes for individuals, carers and families who use health, education and social care services. By 1 April 2012, the two partner organizations will have developed a solution for Highland, designed specifically for this area, and changes are likely to take place on or after 1 April 2012. 9.3 Aird and Loch Ness Ward Forum
The theme of a Ward Forum being held at Brockie’s Lodge, Kiltarlity on Thursday 1st March at 7:30pm is Bus Services. Posters are to be displayed on community notice board/bus shelters or other prominent location to advertise the Ward Forum.
9.4 Mauld Woodland, Strathglass Inverness – Forest Certification Consultation.
Fountains Forestry is currently in the process of evaluation ofMauld Woodland for entry into the Fountains Forestry Group Certification Scheme. Further information is available from Control Union Certifications at owever, the wood is outside Kiltarlity CC boundary.
9.5 Highland Senior Citizens Network (HSCN)
Signpost (formerly known as Handyperson Scheme) are contactable on 01463 711 393 and help the elderly with little jobs around the house that need attention. Most of what they do is done at no cost to the elderly, but some jobs such as gardening, window cleaning etc carry a relatively small charge. Their Annual Conference is being held on Tuesday 17th April at The Lochardil House Hotel. Registration will take place between 9:30 am and 10 am, with the Chairman welcoming everyone at 10am.

10.1 Pelican crossing
Work is almost completed on the pelican crossing at the bottom of the school road. We have received a complaint about the kerbs which were pushed over – anyone with information shouldnotify anyCommunity Council Members.
10.2 Purchase of extra strip of land for Lairs
The Highland Council approached Cllr. Helen Carmichael to request The Community Council to ask Mr Fraserwhether they could purchase an extra strip of land of his land for additional lairs at Tomnacross Cemetery. Write a request letter to Mr Fraser and copy Cllr. Helen Carmichaelon the
correspondence.
10.3 Kiltarlity/Kirkhill boundary
Mr Sheriffs suggested that we request a legible boundary map from Charles Stephen to determine the official boundaries between Kiltarlity and Kirkhill. On receipt of this, the two Community Councils will meet to discuss and reach agreement.
10.4 Oil
Mr Sheriffs reported that he has been in touch with a number of companies regarding pooling of oil deliveries. Mr Sheriffs and Mrs Ramsden will approach a design company to make up some flyers for distribution amongst the community.
10.5 Lighting
Mrs Ward asked if someone could contact the Beauly Denny line Contractors to adjust the position of the bright white light at Fanellan as this is shining directly onto her property. Mr Sheriffs replied that he will ask the Contractors to attend to this without delay.
