Discussion Paper on the

2009/2010 Workplan

Background Information

At the upcoming FNSA AGM and Conference, the entire 2009/2010 Workplan will be included in the conference binder. In summary, this year, the FNSA, in partnership with the First Nations Education Steering Committee is recommending the following for the 2009/2010 Workplan.

  • A continuation of the FNSA’s core activities, which include administration, communications, and Board meetings ($192,129.00 requested)
  • A continuation of the New Paths For Education Program, including:

Grants for school-based initiatives ($2,462,616.00 requested)

Grants for community-based projects ($2,050,636.00 requested)

A continuation of School/Community support activities: Parent Workshops, School Data Workshops, Anti-racism Workshops and Principal Resource ($207,490 requested)

  • A continuation of the Parental and Community Engagement Program, including:

Grants for activities in First Nations Communities ($240,000.00 requested)

Grants for activities in First Nations Schools (282,972.00 requested)

Parent Clubs ($80,000 requested)

  • A continuation of the Youth Employment Strategy initiatives, with no changes to previous years.
  • A continuation of the Special Education Program, including:

Direct Allocations to First Nations Schools ($7,818,200.00 requested)

Provincially directed services e.g. Coordinated Student Assessments, SLP services ($1,653,000 requested)

  • A continuation of the First Nations Schools Assessment Project and the School Measures and Data Collection Project (discussed in other AGM discussion papers).
  • First Nations Teacher Standards and Certification. In 2005/2006 FNSA sponsored consultation workshops in partnership with the BC College of Teachers (BCCT) to adapt the BCCT proposed Teaching Standards and Competencies for First Nations schools. In 2008/2009 the Teacher Standards and Certification process was piloted in 12 schools. The Teacher Certification process was shared with over 50 teachers from First Nations Schools in 2 Regional Sessions. The school-level benchmarks for the performance of school staff provides the basis for the development of individual Professional Growth Plans. Achievement of Professional Growth Plan goals, with guidance and support, will lead to certification of teachers in First Nations schools. In 2009/2010, the FNSA and FNESC will continue to implement the First Nations Teacher Standards and Certification process in First Nations schools, under the direction of regional principals, with the intention of hiring a third Regional Principal. This work is also expected to inform jurisdiction implementation. The funding for this area is included with the jurisdiction funding request.

The FNSA membership approves the 2000/2010 FNSA/FNESC Workplan as presented.
