COMMUNITY JUSTICE DIRECTOR

GENERAL STATEMENT OF DUTIES:

Responsible for the professional performance andadministration of the Community Justice Department. Plan, organize, anddirect the activities of the Department. Oversee and perform professional adult and juvenile probationcorrectionscasework investigating and supervising informal, conditional release, misdemeanor, and felony offenders.

Fairly enforce all laws, regulations, ordinances, and standards to ensure maximum compliance andto protect public health and safety. Plan, organize, and direct all Departmental activities,including those with other governmental units and private organizations. Work directly with a widerange of community groups, public and private sector officials, County employees, individualcitizens, and as part of the County management team.

Promote excellence, dependable performance, responsible customer services, pride, initiative,commitment, cooperation, safety, and a team approach throughout the Department. Evaluate anddefine Departmental programs and policies along with the development of budget proposals inaccordance with the vision of the County as articulated by the Board of County Commissioners. Supervise staff of professional, technical, and office support staff and hold them accountable for performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Plan, direct, and review correctional programs including administration, community security, and supervisionprograms. Formulate, administer, and evaluate department policies and procedures. Supervise and participate in the development and administration of the CorrectionsCommunity Justice Department budget. Direct the forecast of funds needed for staffing, equipment, materials, and supplies. Monitor and approve expenditures, and implement midyear adjustments as necessary.

Select, train, motivate, and evaluate personnel. Provide or coordinate staff training, and work with employees to correct deficiencies. Implement discipline and termination procedures.

Develop liaison with federal, state, and municipal law enforcement agencies, correctional institutions,schools, welfare agencies, the District Attorney, and courts regarding the supervision of offenders.

Address civil and community groups to explain and interpret policies and goals of the Department. Direct offender supervision operations. Assure compliance with the directive of the courts, Local Supervisory Authority and Board of Parole and Post-Prison Supervision regardingsupervision of offenders. Consult with judges, attorneys, physicians, and social workers regardingthe supervision of offenders.

Supervise parole and probation officers that carry a caseload of adult and/or juvenile informal, conditional release, misdemeanor, and felony offenders. Conduct casework interviews with adult and juvenile offenders, as well as their families, to evaluate individual and familyproblems, and the offender’s ability to conform to probation requirements. Investigate and evaluate out of home placement for minorsjuveniles. Conduct counseling interviews with minors and their families to aid in the solution of individual and family conflicts.

Supervise the preparation and maintenance of complex and detailed records and reports for thecorrectional program, including DOC, OYA, CEOJJC, JABG, JCP, Local Supervisory Authority, Parole Board, and County Circuit Court. Supervise the development and maintenance of programs to provide a rehabilitative restorative atmosphere to for offenders. Coordinate the training program for department employees.

Formulate and present departmental budget for review by Board of County Commissioners.

Monitorand manage fiscal operations of the Department to remain within budgetary constraints.

Follow and ensure departmental compliance with all safety rules and procedures established for work areas. Comply with all County policiesand procedures and ensure departmental compliance with County policies and procedures.

Travel to various meetings regarding new developments and proposed legislation.

Serve as a Member of the Local Public Safety Coordinating Council (LPSCC), recruit members, and serve as liaison to the Board of Commissioners.

Prepare Corrections Plan in conjunction with the Local Public Safety Coordinating Council and departmental staff.

Other related duties may beas assigned.

SUPERVISORY RESPONSIBILITIES:

Directly and indirectly Supervise 4-5 should we limit this to 4-5?5 or more employees. Ensure that department plans and goals are effectively communicated throughout theDepartment so that individual work plans maintain progress toward department goals.

Fulfill role as appointing authority for the department to ensureResponsible foryhiring qualifiedcandidates. Ensure that each departmental employee receives written, clearly stated, goalsand expectations. Ensure that each departmental employee is held accountable for meeting those goals andexpectations and take corrective action if not met. Conduct regular, formal and informal, evaluations of departmental employees. Provide training opportunities for departmental staff.

Diagnose organizational needs and design approaches and facilitate interventions tooptimizedepartmental communication, cooperation, teamwork, participation, and results. Fulfill all supervisory responsibilities in accordance with the County’*s policies andprocedures, collective bargaining agreements, and State and Federal laws. Coordinate all personnel functions with the Business Services Department.

SUPERVISION RECEIVED:

Work is performed with considerable independence under thegeneral direction of the Board of County Commissioners. Performance is reviewed annuallyby the Board to evaluate the effectiveness of accomplishingdepartmental goals and objectives.

QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

Equivalent to a four year university education degree in business, public administration, law enforcementcriminal justice, social sciences, sociology, psychology, or a closely relatedfield. Six Six years experience as a Probation Officer with an adult caseload, or as ora juvenile Probation Officer with a juvenile caseload. Experience should include at least one two years supervising probation officers of supervisory experience. Any satisfactory combination of experience and training which providesthe required knowledge, skills, and abilities may be acceptable.

SPECIAL LICENSES, CERTIFICATIONS:

Oregon Driver’s license valid in the state of Oregon and an acceptable driving record. Law Enforcement Data SystemCertification. Parole/Probation Officer DPSST Intermediate Certification, or ability to obtain Intermediate Certification within one year of employment, Certificate from DPSST, and or theOregon Juvenile Department Directors’ Association Intermediate Certification within one year of employment.

KNOWLEDGE, SKILL, AND ABILITY:

Thorough knowledge of the modern principles,methods, and techniques of the supervision and treatment of adult and juvenile offenders.Thoroughknowledge of applicable federal, state, and local laws. Extensive kKnowledge of managementprinciples and practices of human and financial resource management. Familiarity with the use of personal computers and general business software such as wordprocessing and spreadsheets.

Knowledge of the criminal justice system and corrections theory. Knowledge of the behavior and adjustment problems of adult and juvenile offenders. Knowledge of modern and complex principles and practices of community correctionsjustice program development and administration. Knowledge of organization and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.

Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Able to communicate effectively both orally and in writing. Able to establish and maintain cooperative working relationships with individuals, members of the public, and coworkers, from diverse groups and backgrounds.

Ability to plan, implement, and evaluate Department activities based on policy guidelines,regulations and laws. Able to set priorities and develop realistic solutions to problems. Able to adapt to change or new situations and acknowledge and work through conflict openly.

Ability to accept responsibility and work well with ambiguity. Able to think conceptually and quickly get to the heart of a problem.
