Stretched offer Providers

Should you deliver a stretched offer the termly census must identify the basic offer available to the family. E.g. 570 hours per year stretched as 10.96 hours per week = 15 hours per week over 38 weeks per year. A child taking a stretched offer of the full 570 hours entitlement cannot claim funding at a second early years provision. Please contact if you require further information about stretched offer.

Early Years Pupil Premium

Early Years Pupil Premium (EYPP) claim forms must be submitted by email be the published submission date.

An offer of entitlement for eligible EYPP claims will only be made against three and four year olds who appear on the Termly census claim. Children omitted from the census claim who are eligible for EYPP may be claimed for on the late census Funding Transfer return for the remaining number of weeks for the term as published. Department for Education Annual Census 2017

The (DfE) Early Years Annual Census is anticipated to take place on Thursday 19 January 2017. The process for completion of this will be communicated to early year’s providers in due course. Children identified as double claiming during this return may be removed from the census claim; any monies lost will become a private funding matter between the early year’s provider and the parent.

Completing your Termly Census claim form

Please record each child’s standard registeredhours of attendanceon/at the Termly Census date. If children are temporarily absent, for example, sick or on holiday, please include them. If the provision wastemporarily closed for any reason, record the situation which would have applied onthat day had the provision remained open. Child data should only be submitted for children taking up a free place. If you have no funded children, the Termly Census Claim Form does not need to be completed.

Eligible two year olds must meet the Department for Education (DfE) eligibility criteria as identified in the Early Education and Childcare Statutory Guidance for Local Authorities 2014 please refer to

Children moving to School Nurseries or a Reception Class

Children moving to a school nursery or Reception class cannot also claim their Early Education Entitlement at a Private Voluntary and Independent early year’s provision or Childminder as this will result in double funding.

Published submission dates for the Census and Early Years Pupil Premium claims 2016/17

Non receipt of Termly Census returns, Early Years Pupil Premium returns or failure to provide a child’s data by the published date will be classed as a NIL return and funding will not be made available. Providers may be able to claim late funding by adding the eligible child to the late census Funding Transfer document or by submitting a late EYPP claim; a maximum number of late claim weeks will be identified.
