MS STATE RECORDS

Introduction:

MS strives to maintain accurate and current State Records in all individual and relay events recognized in USA Rule 102.1.2 in the MS LSC Age Group and Open Divisions in both SCY and LCM distances. Thus, MS maintains State Records for the 10 & under, 11-12, 13-14, 15-16 and 1718 age groups. In addition, MS also keeps State Records in an “Open” Division - which are the fastest times achieved by any MS registered athlete member regardless of age. Also, as of the 1994-1995 season, MS has maintained State Records associated with the MS “Internet Distance Challenge Meet” (formerly known as the “Postal Distance” [PD] Meet).

Procedures:

Beginning in 2005, Michigan Swimming, Inc. made major changes to its procedures concerning the keeping of State Records. Prior to 2005, Records were the responsibility of volunteers who changed on a frequent basis. In addition, the Records volunteers did not have access to the then developing SWIMS database. Subsequent to 2005, the responsibility for maintaining State Records was transferred to the Office of Michigan Swimming. Further, the newly developing SWIMS database LSC Record Utilities were adopted as they became functional. As a result of these major changes occurring over several years, it is much more likely that any new MS State Record, regardless of the venue where it is set, will be recognized by routine database review done by the Office of Michigan Swimming. However, it still remains the responsibility of the athlete or the athlete’s representative to make an application directly to the MS Office for a new Record in order to insure it is recognized.

As swim meets are concluded, each LSC submits those times to the SWIMS database. Accordingly, any State Record set at any venue should be contained within the database. To view current Michigan LSC Records – go the USA Swimming website at http://www.usaswimming.org and navigate to the Michigan LSC Portal. {At the time of this writing, click on “Search for Club or LSC” off the main Home page menu and continue on to the Michigan LSC Portal – Records Tab.} Or, you may go directly to the Michigan LSC Portal by typing (http://www.usaswimming.org/MI.lsc) in the address line of your browser. Once on the MS Portal Records page, you can use various filters to select the Records you care to view. You can also Print various summaries of Records.

In addition to the [almost real time] Michigan LSC Records Portal, State Records are listed once every year for both the short (SCY) and long (LCM) course seasons as a “Year End” listing on the MS website.

Hy Tek Records Import Files:

Meet Hosts who wish to download MS Record files to include in their meet programs and/or psych sheets (by using Hy Tek Meet Manager) can do so by visiting the Michigan LSC Portal on the USA Swimming website and following the directions to download the file. During the year, these records files would be the most current files that are available.

Recognition:

Every swimmer who ties or betters an existing MS record during the swimming year (September 1 through August 31) will receive a Record certificate indicating the achievement from the Office of Michigan Swimming following the end of the year (August 31). If the same individual or relay breaks a Record in the same event more than once during the calendar year, the individual or relay members will receive a single Record certificate indicating the fastest Record achieved in the event during the calendar year rather than multiple certificates.

Eligibility:

(1) The swimmer must be a MS registered athlete member at the time of the swim in order for the time to be recognized as a State Record.

(2) The age of the swimmer as determined by USA Rule 205.2 determines his/her age group. Typically, the age is determined by the swimmers age on the first day of the meet.

(3) State Records may be achieved at any USA/LSC sanctioned/approved/ observed meet (or sanctioned/approved/observed times trials associated with these meets), or FINA sanctioned events [subject to MHSAA or YMCA exceptions in 5 and 6 below].

(4) State Records may be achieved by a MS registered swimmer anywhere within or outside the geographical boundaries of the Michigan LSC.

(5) MS State Records may be established in the MHSAA State Meets (if observed and official swims) and the YMCA National SCY and LCM Meets (if approved and official swims).

(6) MS records may not be established in other types of MHSAA and YMCA events such as high school dual, high school conference meets, last chance, etc or YMCA dual, invitationals, Cluster, State or Zone, etc even if the meet is USA/MS approved or observed.

(7) Records may be established in (a) swim off events or (b) the intermediate distances of an individual event or (c) the leadoff leg of a relay.

(8) The time must be considered an “official” time under all the USA Swimming Technical Rules.

(9) The time must be achieved, at a minimum, using a Level 3 primary timing system [i.e. minimal of a semi automatic system with 2 buttons or manual with three stopwatches.]

Proof of Time:

(1) If the time was achieved in a MS sanctioned, approved or observed meet, MS electronic databases will be used to verify the time.

(2) If the time was achieved in a non-MS sanctioned, approved or observed meet (i.e. typically outside the State of Michigan), the website address where the electronic meet results are found must be provided to the Office of Michigan Swimming.

(3) The responsibility to prove the time ultimately rests on the athlete or the athlete’s representative if the measures taken by the Office of Michigan Swimming cannot independently verify the time.
