NOTIFICATION

The Karnataka State Pollution Control Board is established in terms of Section 4 of the Water (Prevention and Control of Pollution) Act 1974. The officers and other employees appointed to the Board are governed by the provisions of Rules framed in terms of Section 12 of the said Act.

Applications are invited for recruitment to the following posts.

Where a candidate desires to apply for more than one category of post, applications for each post along with prescribed fee shall be submitted separately.

The appointments are governed by the provisions of the Cadre and Recruitment and Conditions of Service Regulations 1992 (as amended from time to time) of the Board.

Employees are liable to be posted anywhere in the State of Karnataka.

The candidates appointed are eligible for pay, increments, leave, medical benefits in accordance with the said rules.

The present scales of pay applicable to the posts for which applications are called for is as follows:-

1.Scientific Assistant (Laboratory)-Rs 4150-100-4450-125-5700-150-7200-200-7800

2.Stenographer -Rs 3850-100-4450-125-5700-150-7050

3.Second Division Assistant -Rs 3000-75-3450-100-4450-125-5450

4.Field Assistant -Rs 3000-75-3450-100-4450-125-5450

5.Driver -Rs 3000-75-3450-100-4450-125-5450

6.Peon -Rs 2500-50-2700-75-3450-100-3850

DA/HRA/CCA as applicable to employees in state civil services is being paid to the present employees. Future status of such allowances shall depend on the financial position of the Board.

Appointment to the said posts shall be on probation for two years and further continuance shall be subject to the satisfactory completion of probation and passing of the prescribed examinations.

No pension is admissible to employees recruited in pursuance of this notification and employees so recruited will have to have their own scheme of pension with 12½% of basic pay being contributed by the Board.

Gratuity benefits will be in accordance with the rules.

Prescribed Minimum Qualification

1. Scientific Assistant, (Laboratory): A Degree in science with Chemistry, Botany, Zoology.

2. Stenographer: Must have Passed SSLC or equivalent examination and Senior grade examination in Kannada & English Shorthand and Senior grade examination in Typewriting in Kannada & English conducted by the Karnataka Secondary Education and Examination Board or possess an equivalent qualification.

3. Second Division Assistant: Must have Passed SSLC or equivalent examination.

4. Field Assistant: Must have Passed PUC with Science subjects or equivalent examination.

Note:

For the Posts at Serial No 1 to 4 above, Knowledge in Computer Operation (DOS, Windows, MS-Office, and Internet) is desirable. A computer literacy test will be conducted 3 months after recruitment and any candidate who does not qualify in the said test will be liable for discharge. Candidates are also required to pass departmental examinations and Kannada language departmental examination during probationary period.

5. Driver:

a) Must have Passed 7th Standard

b) Should have valid Driving License for Heavy and Light Motor Vehicles.

c) First aid Certificate from recognized institution.

d) Three months work experience in a Automobile workshop or Garrage is essential.

f) Should Pass Trade Test (at least 20 marks should be scored out of 50 marks ).

6. Peon / Watchman: Must have Passed 7th standard

Note:

For the posts in serial No 5 & 6 the applicants must be able to Speak, Read & Write in Kannada language.

CANDIDATES SPONSORED BY EMPLOYMENT EXCHANGE;

Director, Employment and Training, Government of Karnataka has been requested to forward to the Recruitment Committee a consolidated list of candidates for each category of post and also notify the candidates so sponsored, for consideration against the posts. Such candidates shall also forward their application in the prescribed Form together with the prescribed fee and certificates in proof of age, qualification, Caste etc, before the last date prescribed to the Chairman, Recruitment Committee, KSPCB, C/o Karnataka State Road Transport Corporation, Sports Complex, Shanthi Nagar, Bangalore 560 027.

Selection

a. Final selection of candidates for the vacancies classified shall be on the basis of merit, as determined on the basis of aggregate of marks scored in the qualifying examination prescribed under minimum qualification for the post. In respect of the post of Scientific Assistant Laboratory the marks scored in all the exams of all 3 years of the B.Sc (C.B.Z) Degree will be taken into account in assessing the merit of a candidate. Since there is NO INTERVIEW, no marks are earmarked for interview.

Where the aggregate marks scored by two or more candidates are the same, the candidate older in age will rank higher.

In respect of the post of Driver, the merit of the candidate will be determined on the basis of the marks scored in the qualifying examination namely 7th Standard and the Trade test for the purpose. The marks scored by the candidate in the 7th Standard exam will be related to a Maximum score of 50 and added to the marks scored in the Trade test (max 50 marks) and relative merit arrived at on that basis. A candidate who does not score a minimum of 20 out of 50 marks in Trade test will not be eligible for selection.

b. Appointments shall be subject to vacancies at the time of appointment, need for filling the posts, physical fitness, verification of antecedents and candidates eligibility for appointment.

c. Selection does not confer any right of appointment.

Weightage for Contract Employees of the Board

In case of candidates who are appointed on Contract basis from 19/07/94 in the Board, they shall obtain a certificate of actual service rendered by them in the Board from the Member Secretary for the above said period and enclose it along with filled in application form. In such cases, 4 marks will be added for each satisfactorily completed year of service to the aggregate percentage of marks scored in the qualifying examination prescribed. Fractions of a year if less than 6 months, no credit will be given, but for 6 months or more, it will be reckoned as 1 year.

Age Limit

On the last date prescribed for submission of the filled application for all the posts, the candidate should have completed 18 years of age.

The maximum age limit is:

Age Relaxation

a)  A candidate who has worked on contract in the Board from 19/7/1994 shall be given the benefit of relaxation of age by the number of completed years of service rendered in the Board;

b)  For ex-serviceman, an age relaxation of 3 years is given together with his service rendered in the Indian Armed Forces;

c)  In case of a candidate who is or was holding a post under the State or Central Government or local authority or Corporation established by a State Act or Central Act or established by the Government under a State Act or Central Act and owned or controlled by the Government, by the number of years during which he is or was holding such post or five years, whichever is less;

d)  In case of a candidate who has been released from the National Cadet Corps after service as whole time cadet Instructor, by the number of years of service rendered by him as such Cadet Instructor;

e)  In case of a candidate who is or was a Village Group Instructor appointed in Rural Industrialization Scheme sponsored by the Government, by the number of years of his service as such Village Group Instructor;

f)  In the case of a candidate who is physically handicapped, by ten years;

g)  In case of a candidate who is or was holding a post under the Census Organization of the Government of India in the State, by the number of years, during which he is or was holding such post or by five years whichever is less;

h)  In case of a candidate who is a widow, by ten years;

Reservation

1. The applicants who desire to avail reservation under Schedule caste and Schedule tribe should have obtained caste certificate in Form-D issued by concerned Tahsildar as stipulated in government order No SWD/132/SAD/97(1) Dated 8/02/2000. The Form is at Annexure-I

2. The applicants who desire to avail reservation under Category-1 should have obtained caste certificate in Form-E issued by concerned

Tahsildar as stipulated in government order No SWD/132/SAD/97(1) Dated 8/02/2000. The Form is at Annexure-II.

3 a. The applicants who desire to avail reservation under category II(A),II(B),III(A),III(B) should have obtained caste/income certificate from Tahsildar as stipulated in Government order No SWD/132/SAD/97(1) Dated 8/02/2000. The Form is at Annexure-III.

b. All categories specified in the said G.O are also eligible for reservation subject to the Guidelines regarding Creamy Layer as contained in G.O No NKE/225/BCA/2000 dt 30/03/2002.

4. a. All the applicants who desire to avail reservation under rural quota should have obtained certificate from the concerned school endorsed by concerned Educational Officer in Form No-2 for having studied in rural area from 1st Standard to 10th Standard as per G.O Ë„ÊÐÔ…/08Êٹٺ/2001 Dated 13/02/2001 The form of certificate is at Annexure-IV .

b. The Applicants of general Merit category who desire to avail Rural reservation should have obtained Rural education certificate and certificate in Form-I, from Tahsildar as per G.O mentioned above that the applicant does not belong to the creamy layer. The Form of the certificate is at Annexure-V.

5. The Applicants who desire to avail Reservation under Project displaced family’s, should have obtained certificate in Form-I, as per G.O DPAR/23/SRR/99 Dated 23/11/2002. The Form of the certificate is at annexure-VI.
