Job Title / Building Recovery in Communities Coordinator (BRCC)
Reports To / Prison Recovery Team Leader
Location / North East Prisons
Hours / 37.5 hours (may include evening, weekend and bank holiday working)
Salary / Spine points 28-30 (Fixed Term until March 2020)
JOB PURPOSE
At HMP Holme House we are developing new innovative ways of working as part of the Drug Recovery Programme (DRP) which has been funded until 2020. We are aspirational in our treatment options actively progressing delivery of initiatives in line with the aims and values of the DRP. As a Building Recovery in Community Coordinator (BRCC), you will develop strong partnerships and joint working within the prison and beyond into local communities to actively promote visible recovery, improve services, seek to reduce reoffending and improve health outcomes for men in our care.
A key vision for the CGL Services in the North-East prisons is to develop recovery communities across the Prison estate and into local communities to support service users in developing recovery capital to support sustained recovery. You will work within a strengths-based, change and outcomes focused approach which promotes service users as responsible co-producers of health, well-being and recovery. The BRCC will lead on Asset Based Community Development and will work with multiple partners, service users, peer mentors, volunteers, recovery networks and community groups to support the development of recovery communities. The BRCC will recruit, train and supervise a team of Peer Mentors and Volunteers to join the multi-disciplinary teams within the North-East Prisons and into local communities to provide peer support and the delivery of a comprehensive range of interventions within the prison community and through the gate.
You will be responsible for the development of partnerships with community networks and community groups (both prison and community) to engage and establish links in order to deliver Recovery Activities in partnership with, and within the wider community. A pro-active approach will be needed to support the development, promotion and assertive linkage to mutual aid networks. Promoting and empowering ownership of recovery networks and activities. The BRCC will be responsible for working with the Management Team to identify key opportunities for the identification, development and growth of innovative practice to promote independent recovery options for individuals leaving structured treatment.
ORGANISATIONAL POSITION

MAIN DUTIES AND RESPONSIBILITIES
Service provision:
·  Lead on the recruitment and delivery of the Peer Mentor & Volunteers Programme and to train and supervise a team of Peer Mentors who are engaged with the DART service to enhance the delivery of interventions.
·  Support Asset Based Community Development by establishing, promoting and creating assertive linkage with community groups and organisations including the voluntary and faith sector.
·  Develop robust partnership working arrangements with partners and providers of other specialist and non-specialist services to promote peer mentoring and volunteering roles within the North-East prison and wider mainstream settings.
·  Liaise with the Management Team to identify peer mentor and volunteering requirements that will compliment service delivery and serve to reduce relapse and re-offending – this will include provision of peer led services and community programmes to support service users to reintegrate successfully into the community (both within the prison and local communities).
·  Produce reports on the activity and effectiveness of inclusion across the service.
·  Engage proactively with both line management and supervision of Peer Mentors/Volunteers and maintain a current knowledge of appropriate interventions.
·  To ensure that all safeguarding issues, including child protection and protection of vulnerable adults, are dealt with in accordance with Cgl policies and procedures and local and national guidance and legislation.
·  To provide recovery coaching using a broad range of psychosocial interventions including therapeutic and educational group work
·  To recognise personal and professional boundaries and work within Cgl’s clinical governance framework at all times
·  To implement and participate in staff rotas to ensure the service is appropriately staffed according to commissioning requirements.
·  Present a professional image and actively promote the service at all times to service users, other stakeholders, partnership organisations and the general public.
·  To support a caseload of offenders with substance misuse problems, monitoring and reviewing their recovery plans, focusing on their therapeutic needs and achievement of their recovery goals.
·  To record all documentation and case-notes to a high standard and within required time frames.
·  To support systems and structures that are responsive to the needs of individuals with different levels of risk, complexity, severity, and strengths.
·  To provide a range of flexible and effective psychosocial interventions on an individual and group basis in line with national guidance.
·  To support visible recovery within the service, promoting eventual exit from treatment to service users.
·  To support information sharing and shared processes between Offender Management, clinical colleagues, Community Rehabilitation Companies, community agencies and all relevant partners to affect a safe, seamless and successful treatment journey.
·  To work collaboratively and proactively with other members of staff, volunteers and peer mentors, to ensure that services are fully co-ordinated and are working collectively towards the achievement of recovery goals and positives outcomes for each individual client.

·  To adhere to the implementation of risk management procedures (including child and adult safeguarding protocols) taking personal responsibility for keeping up to date on the requirements of these procedures.
·  To contribute to the continuous improvement of quality and performance of recovery coordination interventions.
Service development:
·  To take a lead in specific targeted service developments as required.
·  To form productive working relationships with external agencies and professionals, existing and new, to ensure that service users have access to a wide range of recovery and community resources.
·  To provide Peer Mentors and volunteers with opportunities to consult on service development and work jointly to develop services, as appropriate, under the direction of management.
·  To contribute to the sustainability of CGL’s growth through the delivery of best practice and quality services and achieving targets and lasting outcomes for its beneficiaries.
·  To ensure an appropriate level of strategic awareness at industry, local, organisational and service levels.

Person Specification - All criteria are Essential unless otherwise indicated

Experience (through paid or voluntary work)

·  Experience in providing a range of evidence-based treatment interventions to substance misusers (essential) within a secure environment (desirable)

·  Experience of using recognised psychosocial techniques in the treatment of substance misuse and an understanding of providing interventions that support individuals to develop their personal strengths.

·  Experience of delivering a range of harm reduction interventions, structured group work and programmes and supporting mutual aid interventions.

General and Special Knowledge

·  An understanding and knowledge of the harmful effects associated with drug misuse in relation to health, social welfare, housing, employability and personal relationships.

·  An in-depth knowledge and understanding of the treatments and interventions available to substance misusers.

·  A knowledge and understanding of policies related to the safeguarding of children and vulnerable adults.

·  An understanding of models of recovery and the role of peer-led support within recovery.

Qualifications and Training

·  NVQ level 3 in Health and Social Care, and/or equivalent professional qualification (e.g. Health Care, Nursing, Social Work, equivalent overseas qualification).

Skills and abilities

·  Ability to establish rapport with service users and to use assertive techniques to engage them in treatment.

·  Ability to undertake accurate and comprehensive assessments of need, identifying levels of risk, recovery potential and to establish immediate and longer term recovery goals.

·  Ability to implement recovery-focused treatment plans.

·  Ability to use a range of psychosocial techniques and approaches and to deliver programmes of structured and non-structured interventions.

·  Ability to work effectively with groups using a structured and planned approach.

·  Ability to organise, coordinate and prioritise caseloads.

·  Ability to produce written reports to a range of audiences (internal and external).

·  Ability to maintain accurate and detailed case records within given deadlines.

·  Ability to use data management systems for the effective recording of performance and service user data.
