Background

Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian medical aid organization working in more than 65 countries worldwide. Médecins Sans Frontières is neutral, impartial, independent, and not linked to any political party or governmental body. It provides emergency medical assistance to people in need, irrespective of their nationality, race or religion. In 1996, MSF received the Indira Gandhi Prize for Peace, Disarmament and Development and in 1999 MSF was awarded the Nobel Peace Prize. MSF has worked in India since 1999 and provides medical treatment to hundreds of thousands of Indian patients.

MSF provides free-of-charge essential healthcare. MSF runs hospitals and clinics, perform surgery, fight epidemics, operate feeding centres for malnourished children and offer mental healthcare. MSF currently runs projects in the states of Bihar, Manipur, Maharashtra, Jammu & Kashmir, Chhattisgarh and Telangana. MSF India is one of 24 offices and operational centres in Europe, America, Asia and Australasia, pooling funding, expertise and staff for MSF field operations. MSF India has three key objectives in support of field operations: the recruitment of skilled medical and non-medical staff, the raising of vital funds, and public information work.

GENERAL

Location: Asansol district hospital, Raniganj BPHC, Barakar BPHC, PHC wards24 and 28. In the event of an emergency, potentially available to work in other States within India and/or the region.

Purpose of Post

Provides outpatient and/or inpatient paediatric medical care to MSF beneficiaries according to MSFprotocols, values and universal hygiene standards and as defined in the project objectives.

Functional and Hierarchical Lines

Hierarchically & functionally accountable to Project Medical Referent.

Main responsibilities and tasks

Medical activities

  • Knows and follows all MSF protocols
  • Supervise medical diagnosis, fulfilling admission criteria, avoid wrong referrals (phone confirmation before referral), develop treatment plan, and stress quality care for children with complicated fevers.
  • Provide active attention to ward rounds along with the medical team from both MSF and the MoH paediatric unit.
  • Develop and ensure strict adherence to the clinical and isolation protocols within the inpatient unit by the entire medical and support staff.
  • Supervise and recommend updated medical protocols and standards of care of children in the unit.
  • Ensure timely and correct referrals are made back to the PHCs.
  • Plan and timely implement training of MoH staff (doctors, nurses and medical students) on fevers. This potentially includes both MSF staff and the staff of MOH/District Health Society and other agencies working in the district.
  • Ensures that professional confidentiality is respected
  • Works on a shift roster, which includes night, week-ends and holidays.

Provides out-patient consultations:

  • Checks that triage is carried out according to ETAT system (emergency triage, assessment and treatment) to all patients.
  • Refers emergencies to the hospital and re-orientates non-emergency patients if necessary
  • Carries out consultations following MSF treatment protocols and noting observations on health care forms
  • Provides patients with information on their illnesses, explaining the treatments involved and how to follow them, checking that patients have properly understood
  • Ensures the follow up of patients in the outpatients department
  • Monitors the rational distribution of medicines at pharmacy level
  • Works in collaboration with a multi-disciplinary team and participates in on-going staff training (care techniques, updating protocols etc.)
  • Provides in-patient consultations:
  • Carries out the daily departmental rounds
  • Examines all the hospitalized patients
  • Prescribes the care and treatments required, following MSF protocols and ensuring the rational use of medicines
  • Informs patients about their illnesses, explains their treatments, and answers questions.
  • Keeps the hospitalization forms up to date (details of examinations, entry and exit diagnoses, treatments) and ensures the application of prescriptions
  • Decides on the discharge of patients according to the state of their health
  • Works in collaboration with the different doctors and supervises transfers towards other departments if necessary
  • Ensures on-going training of the medical/paramedical team in order to optimize the quality of care (participating and/or providing training)
  • Manages emergencies and is on call if necessary
  • May be assigned to be responsible for Staff health issues.
  • Ensures MSF protocols always followed by medical staff members.
  • May be involved in scheduling and rotations of medical staff members.
  • Ensures universal precautions followed at all times, contributes to reducing bio-hazard risk, and infection control improvements.

Reporting

  • Participates in the collection and analysis of medical data (medical statistics), checking its validity;
  • Monitor and inform about type of pathologies, abnormal increases in number of consultations as well as any epidemic potentials;
  • Inform line manager about any possible serious problem or complication, ex. worsening of state of patients, problems in medicines;
  • Ensure that information is transferred to next duty team regarding patients and their status;
  • Inform line manager of any problems that might be linked to work of doctors as well as problematic equipment or material (ex. broken, missing);
  • Participates in meetings as required by supervisor.

Equipment

  • Look after the good maintenance of all equipment provided;
  • Ensure that no material is taken out of doctor’s area without prior authorisation;
  • Keep an updated inventory of all material and equipment used and ask in advance for all renewable material needed.

Emergencies

  • Participates in emergency activity or exploratory visit in or out of the MSF area of work upon request.

REQUIREMENTS

Qualifications

  • MBBS degree with full & valid registration from Medical council of India or State Medical Council
  • Specializationin Pediatrics
  • Desirable specialisation or training in tropical medicine and/or viral illness.
  • Desirable specialisation or training in pediatrics emergency (PALS course)

Work experience

  • Preferably at least 2 years of work experience as a paediatrician

  • Good spoken & written English and Hindi. Local languages desirable

HR & Benefits

  • SALARY: Rupees 52,695 gross/month and Medical Market Allowance Rupees 42,500/month
  • Relocation Package- Only applicable to employees with out of State permanent address proof.
