A. Introduction

The World Scout Moot is a World Organization of Scout Movements (WoSM) event for young people aged between 18 and 25. The event will take place in Iceland between the 25 July and 2 August. The International Commissioner is seeking to appoint a UK Contingent Leader to head the Scout Association’s participation in this event.

The Contingent Leader will work in partnership with the UK Contingent Manager and others to deliver this life changing experience for young people from all parts of the country. This will include:

  • Implement and work to a robust project plan, including key milestones with reporting to the Project Board against this.
  • Implement and monitor a risk register with reporting to the Project Board against this.
  • Create educational objectives for the UK Contingent.
  • Ensure that each package of work remains on budget and in scope.
  • Create a programme or experience package for the UK Contingent that is educational, informative and complies with the educational objectives.
  • Provides regular reports and updates against specific work packages.
  • Managing and reporting on progress including risks, finance, issues and objectives.
  • Provide on event support and complete a full evaluation.
  • Working closely with Girlguiding, who will be invited to the event as part of our Contingent.
  • Working within boundaries and guidelines expected of all national volunteers.
  • Report to the Operations Committee and Finance Committee when required.

B. Moot Information

The Moot aims to provide young people from across the World with an adventure that will inspire and prepare them for the future.

The Moot program starts with an opening ceremony in the capital city of Reykjavík in the morning of 25 July. The next day the participantswill be transported to one of the tencampswhere they will spend the next four days. The camps will be in different locations along the southern coast of Iceland, with each location offering different program elements. The participants will decide their own Moot experience by signing up for the activitiesof their choice during registration, and that information will be used to form patrols and choose the relevant camp. This part of the Moot is calledThe Journey.

On Saturday, 29 July, all the participantswill go to the Úlfljótsvatn Scout Centre for the third part of the Moot, which is calledAlthingi.The program at Althingi will include outdoor activities, workshops, roundtable discussions, challenges, campfires, diverse cultural activities and basically having a great time together. The Closing Ceremony of the15th World Scout Moot2017 will be in the afternoon of August 2nd.

Other points to note are:

  • Participants must be born between the dates of 2 August 1991 and 25 July 1999 and be an active member of The Scout Association or Girlguiding.
  • IST members need to be born on or before 1 August 1991 and be an active member of The Scout Association or Girlguiding.
  • There are three main themes:

Moot 2017 will be the fifteenth Moot, with the last being held in Canada in 2013. About five thousand young people are expected to attend from across the world and this will be the biggest WoSM international event of the year.

C. Role Information

The role of UK Contingent Leader is a national position reporting directly to the International Commissioner and will work in partnership with the Contingent Events Team who are based at Gilwell Park. UK Contingent Leaders are appointed only for World and European events such as the World Scout Jamboree, the World Scout Moot and Roverway.

Role Summary

  • Title: UK Contingent Leader, Moot 2017
  • Duration:April 2015 – January 2018
  • Reporting to: International Commissioner
  • Responsible for: UK Contingent Management Team, Moot 2017
  • Function: To lead the UK Scouting Contingent to Moot 2017 in Iceland as defined in the introduction to this document, including supporting the Contingent during the event.
  • Feedback: To produce interim reports in the build up to the event, including to the Project Board, Operations Committee, Finance Committee as well as a feedback and conclusion report to the following the Moot to be used by future Contingent Leaders.

Personal Circumstances

The successful applicant for this role will:

  • Be available to attend all the events marked with an asterisk in section D of this document. This includes the event itself in August 2017.
  • Be able to commit to attending meetings for a minimum of 12 days or weekends in addition to the events in section D between April 2015 and January 2018.
  • Be prepared to work remotely using a variety of techniques to remain in touch.
  • Be capable of spending two weeks under canvas, working in the outdoors.

Skills and Experience

The successful applicant for this role should:

  • Demonstrate an ability to inspire and lead young people aged between 18 and 25.
  • Demonstrate an ability to plan projects strategically and to provide a clear vision.
  • Understand the multi-cultural nature of World Scouting and demonstrate sensitivity and openness to all, regardless of background, ethnicity, religious or sexual orientation.
  • Be able to work in partnership with staff members to shape and develop the Contingent.
  • Innovative thinking, coming up with fresh ideas to positively progress the project.
  • Ability to build and maintain relationships with stakeholders, volunteers and staff members alike.
  • Accept direction and guidance in order to progress the project.
  • Ability to work well in a team and encourage cohesiveness.
  • Be an excellent communicator both verbally and in writing.
  • Remain positive despite what challenges you may face during the project.
  • Always look for a solution to issues or problems.
  • Be able to manage and lead a team.
  • Have experience of a major international Scouting event. Experience as a member of the International Service team or a Contingent Support/Management Team would be an advantage.
  • Be a member of the movement and ideally have experience of Explorer Scouting and/or The Scout Network section.

Further Points to note

  • The Moot is a Scout event where we will invite members of Girlguiding to join us.This will be as a single contingent.
  • The UK Scouting Contingent to the most recent Moot, in Canada in 2013 was 206 people in total. We aim to send a much larger Contingent toIceland.
  • Early tasks for the Contingent Leader will be to establish:
  • Working relationships with Girlguiding, Contingent Events staff, the event organisers and the International Commissioner.
  • The outline concept for the event. For example, will travel be included?Will there be pre- or post-event activities?
  • Recruit a team to manage delivery of the project.
  • A budget and the UK Contingent fee in agreement with The Scout Association.
  • Ensuring that this project links to the Scouting For All strategy.
