Job Title:Chief Officer

Salary: £28,000 to £34,140per annum - negotiable

Hours:37 hours per week – Monday to Friday with occasional evenings and weekends.

Responsible to:The Trustees and Directors of Age UK North Lincolnshire Ltd.

Responsible for:All Age UK North Lincolnshire’s paid staff and volunteers.

Location:Based at Age UK North Lincolnshire’s Head Office inBarton upon Humber and frequently at the Scunthorpe premises.

Job Purpose:

  • To provide strategic leadership and vision to Age UK NorthLincolnshire’s Trustees, staff and volunteers.
  • To take overall responsibility for the operational management of all areas of the charity.
  • To act as Company Secretary for the charitable company, Age UK North Lincolnshire Ltd. and for the subsidiary companies Age UK North Lincolnshire (Catering) Ltd., and Age UK North Lincolnshire (Enterprises) Ltd.
  • To be the Data Controller for the charitable company and the trading company.
  • To be the Approved Person for the TAM (Trading Alliance Member).
  • To manage the organisation and all its resources in a way that ensures high quality, sustainable and effective services are provided to meet the needs of older people and their carers in North Lincolnshire.
  • To promote Age UK North Lincolnshire and the issues affecting older people within the county to influence policy making.
  • To manage and monitor existing contracts and to actively seek additional funding and tendering opportunities.

Main Duties

Strategy & Profile

  1. To advise and work with the Board of Trustees to ensure that the organisation’s planning process is on going and responsive to the changing needs of older people.
  1. To develop the organisation’s strategic plan, ensuring it is responsive to the changing external environment and internal needs of the organisation. To take the lead role in the implementation of the plan and in managing any associated process of change.
  1. To ensure Age UK North Lincolnshire is a leading partner in the development of local strategies and plans affecting older people, through: developing and maintaining relationships with external bodies e.g. Local Authority, CCG etc., and to be a key voice in the county.
  1. To represent the organisation at local board level within multi-agency local partnerships such as North Lincolnshire Safeguarding Adults Board and the People Partnership and with Age UK partners at regional and national level.

Leadership & Management

  1. To lead the organisation’s staff team to ensure the day-to-day operations, premises, people and resources of Age UK North Lincolnshire are well managed and maintain the organisation’s vision, mission and values
  1. To manage, support and motivate staff by providing regular supervision, appraisaland day to day contact; overseeing the development of a programme of staff training and development; ensuring all relevant procedures are in place and complied with in accordance with the organisation’semployment policies and procedures and employment law.
  1. To ensure overall good practice in the recruitment, supervision and support of staff and volunteers throughout the organisation.
  1. To ensure effective communication throughout AgeUK North Lincolnshireand partner agencies whilst adhering to Data Protection and confidentiality.
  1. To ensure compliance with all legal requirements affecting the organisation, and meet the requirements of regulatory bodies including the HSE, the FCA, the Charity Commission, Companies House and the Information Commissioner’s Office.
  1. To create and develop new policies as required to be ratified by the board and to ensure that policies are regularly reviewed.
  1. To review and renew insurance policies ensuring that they are comprehensive, meet the needs of the charity, are fit for purpose and provide best value.
  1. To strive to maintain quality marks including the Age UK Organisational Quality Standards and the Mentoring and Befriending Approved Provider Standard. Identify and work for other quality marks that may be necessary to tender for certain contracts.
  1. To ensure Age UK North Lincolnshire fulfils its obligations to the Age UKBrand Partnership Agreement.
  1. To ensure that Age UK North Lincolnshire (Enterprises) Ltd. meets the requirements of the Trading Alliance Membership Agreement.
  1. To work at all times to ensure that the board understands and meets its legal obligations. Provide a comprehensive administrative role to the board including minute taking, producing reports including the annual report.

Finances

  1. To work with the Trustees and Finance staff to ensure the solvency, financial strength and good performance of the organisation.
  1. To ensure sufficient income is generated to enable Age UK North Lincolnshire to deliver and grow its services and to underpin the strategic plan.
  1. To be responsible for financial management, ensuring satisfactory records are kept and there is adequate financial monitoring and control.
  1. To prepare the monthly payroll spread sheet for the payroll agency.
  1. To process and authorise monthly payments.
  1. To set the annual budget with the Trustees, and provide regular financial information and reports to enable them to monitor progress.
  1. To work withthe appointed Financial Examiner in the preparation of the annual accounts and to prepare the annual report.
  1. To ensure that the charity meets its obligations with HMRC.

Income Generation

  1. To identify new sources of funding, develop funding bids, negotiate contracts and tender for services in accordance with the organisation’s strategic plan.
  1. To further develop the existing and relatively new services to ensure that all relevant areas generate income.
  1. To maintain positive relationships with existing funders by keeping accurate financial and performance records and provide accurate monitoring reports.
  1. To develop plans for growth and development of projects and services and the sustainability of the charity’s core functions.
  1. To develop and implement a fundraising strategy through consultation with trustees.

Personal Duties

  1. At all times to work in a manner that promotes dignity, respect and independence for older people.
  1. To work in accordance with all of Age UK North Lincolnshire’s policies and procedures.
  1. To undertake any additional work commensurate to the role.
