SENIOR HIGHWAY BUILDING SUPERVISOR: This is a PROMOTION EXAM. Currently, there is one vacancy within the Greene County Highway & Solid Waste Department. The eligible list established from this exam will also be used to fill future vacancies as they may occur within the Greene County Highway & Solid Waste Department. This examination is open to all qualified employees of that department who meet the following promotion qualifications: Three (3) years of permanent competitive class status as a Highway Building Supervisor. Seniority points (see below) will be added to the score of the passing candidates.

SALARY RANGE: $23.32 - $24.47 per hour

TYPICAL WORK ACTIVITIES:

Supervises the daily work activities of the Highway Building Supervisor and their crews, bridge crew and sign crew in highway

maintenance, snow & ice removal and mowing and tree trimming; Coordinates assignment and mobilization of trucks and equipment between areas and areas of mobilization for specific projects, snow and ice removal, mowing and tree trimming;

Determines appropriate materials, methods and equipment to be used for specific projects; Works with each Highway Building Supervisor to develop and prioritize a list of the work required in each area including but not limited to sweeping,

patching, culvert replacement, ditching, shoulders and guide rail work; Monitors material usage, application rates and inventories; Review plow runs for efficient operations; Coordinates with Garage Manger and the Highway Building Supervisors

to review that pre-trip inspections and motor vehicle inspections are completed and truck and equipment repairs are prioritized based on necessity; Ensures the appropriate work zone safety measures are implemented; Ensures that complaints

about maintenance and snow and ice removal are addressed; Inspects completed work to ensure quality and productivity; Meets with the County Highway and Solid Waste Superintendent or Deputy County Highway and Solid Waste Superintendent

to review and discuss priorities, work plans, project status and personnel issues; Conducts annual performance evaluations of the Highway Building Supervisors; Assists the Highway Building Supervisors with personnel matters as outlined in the

Collective Bargaining Agreement; Conducts routine inspections of all highway facilities and reports deficiencies to the

County Highway and Solid Waste Superintendent or Deputy County Highway and Solid Waste Superintendent; Coordinates

with the Engineering Department to facilitate bridge maintenance, paving work and special projects; Maintains accurate records and reports on all work supervised by him/her.

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. ADMINISTRATIVE SUPERVISION: These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

2. BRIDGE RECONSTRUCTION, MAINTENANCE, AND REPAIR: These questions test for knowledge of the proper methods, materials, and equipment used in the upkeep of bridges and bridge abutments, including concrete and pavement maintenance; protective sealants and waterproofing; scour protection; steel maintenance, sandblasting, painting, and welding; environmental and worker protection safeguards; inspection principles and procedures; and snow and ice removal and control.

3. PRINCIPLES AND PRACTICES OF PROJECT MANAGER: These questions test for knowledge of the concepts, terminology, proper procedures and computations used in the development, scheduling and oversight of various types of long-term projects, including cost/benefit evaluations and scheduling techniques such as the critical path method.

4. PREPARING WRITTEN MATERIAL: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

5. HIGHWAYS, DRAINAGE FACILITIES, RELATED STRUCTURES, AND SNOW AND ICE CONTROL: These questions test for knowledge of practices and materials used in the maintenance and repair of highway-related structures and may include such areas as roadway surfaces, shoulders, embankments, drainage materials, guide rails, highway maintenance equipment, and ice and snow removal and control.

6. SAFETY PRACTICES: These questions test for knowledge of and the ability to apply safety principles related to construction and maintenance work zones, including traffic control, the safe use of equipment, and the overall safety of workers, the traveling public, and the work environment.

7. UNDERSTANDING AND INTERPRETING PLANS, SPECIFICATIONS, AND TECHNICAL INSTRUCTIONS: The questions test for the ability to comprehend, analyze, and perform computations based on technical drawings and written presentations related to construction and maintenance projects. All the information needed to answer the questions will be provided in the written material and/or drawings.

The New York State Department of Civil Service has not prepared a test guide for this examination. SPECIAL REQUIREMENT: Possession of a valid New York State Class A CDL License at the time of appointment and must be maintained throughout employment.
