  1. Introduction

Resource Management provides logistical/resource support following a public emergency and establishes lines of communication between the primary and supporting agencies.

Resource Management/ESF #7 provides equipment, materials, supplies, and personnel to (jurisdiction) entities for emergency operations. It sets the stage for the (Jurisdiction) to continue operations even in the event of a public emergency, while being self sufficient from the first 24 hours up to 72 hours, from the local stocks, private sector, and other jurisdictions.

  3. Although the County has various industrial, service, natural and human resources, it does not have adequate industrial resource capability to meet all of the needs andmust rely on the importation of a major portion of its industrial and consumer goods.
  4. Transmission lines, pipelines, river ports, aircraft support and control facilities and land basedtransportation routes through here are vulnerable to both natural and man made disruptions
  5. A national or international emergency, as well as disasters, might isolate the County from energy sources, raw material, or finished products.
  6. The receiving, warehousing and distribution systems serving most of the county’s population and located in areas designated potential target areas by the Federal Government.
  7. During and after a period of proclaimed state of emergency, the Governor may determine that it isnecessary to implement a system for controlling the production, distribution, allocation,conservation and use of the basic resources (human resources, goods, services and relatedfacilities) which are available.The Governor has the authority to implement and enforce rationing or reallocation of resources.
  8. During periods of national emergency, the President may implement a federal system of resourcemanagement through authority granted by the Congress.There may or may not be a warning period before this annex is put into effect.These controls may be put into effect for only a few days or weeks, or may cover a number ofyears.
  9. To the extent possible, the private sector of the economy will be relied upon to perform voluntarilyin an emergency.
  10. The management of local resources, not regulated by the Federal Government, may be controlledby the State or local government.

  1. Assumptions
  2. This annex is designed to provide guidance to local government for management of resources in an emergency situation.
  3. Procedures have been established for requesting assistance and obtaining resources during an emergency.
  4. A network of response inventory to assist in keeping adequate resources is available.
  5. Resource inventory includes anticipated needs of local government for all types of emergencies.
  6. Proper coordination of all available resources has been provided locally and regionally.
  7. Resources through Mutual Aid will be readily available.
  8. Suppliers of last resort have been identified in the event all other resource providers have been exhausted.
  9. Purchase prices and contract costs for specific items have been established and are identified in the state purchasing contract and in mutual aid agreements.
  10. Volunteer Organizations have the manpower, facilities and resources to address the mass care of the citizens in the community and contingencies in place should additional resources be needed

  1. Concept of Operations
  2. General

It is the responsibility of local government to protect the lives and property of its local citizens. At the time of an emergency, the County Supply Officer is appointed the Resource Manger or the Coordinator of the Emergency Supply Services. A Resource and Supply Service Team will be established to determine the availability of essential resources in ( ) County and recommend priorities for the use of scarce supplies and materials needed to maintain the best welfare of the population. The Resource and Supply Service Team will consist of the head of each government or private organization or their designee that ordinarily controls or furnishes such resources or services that will be needed. Specialists in certain resource functions will be utilized to carry out certain functions i.e., City-County Finance Agent will be designated as the Procurement Coordinator. The makeup of the Team will vary based on the type and scope of the emergency or disaster. The Resource Manager may appoint an assistant to help with the most critical supply efforts, as shown in the Organizational Chart (See Appendix ( )). Plans and duties in these areas are found in other appropriate appendices.

  1. Interjurisdictional Relations

The Louisville/Jefferson County Metro Economic Stabilization Board will support, implement andadminister federal, state and local resource management and economic stabilization measures,and coordinate their measures with overall federal, state and local policies.The Board will exercise direction and control over resource management and economicstabilization within Jefferson County to include purchasing, stockpiling, and distributing resources.The various departments maintain as part of their governmental function listing of equipment,personnel and other resources that can be used in an emergency.The Board is responsible for the registration of all citizens for rationing purposes, the issuing ofration cards, and the establishment of priorities, the issuing of ration cards, and the establishmentof priorities for the distribution for scarce resources.Board duties:

  2. Principal advisor to the Chairman of the Louisville/Jefferson County Metro EconomicStabilization Board on all matters concerned with credit, money and banking. Worksclosely with federal credit, money, banking officials and assists them whenever possible
  3. Supervises the Credit and Banking Section of the Louisville/Jefferson County MetroEconomic Stabilization Board in implementation of federal, state and local guidelines
  4. Compliance and Legal Officer
  5. Principal advisor to the Chairman of Louisville/Jefferson County Metro EconomicStabilization Board on all matters concerning the audits, enforcement, or legal problemsrelated to economic stabilization in Jefferson County
  6. Supervises the Compliance and Legal Sections of the Louisville/Jefferson County MetroEconomic Stabilization Board
  7. Ensures that an adequate audit of retail ration evidence is made, and policies andprocedures are followed
  8. Investigate complaints or alleged violations of the Metro Economic Stabilization Program
  9. Prepares the necessary legal documentation and represents the Louisville/JeffersonCounty Metro Economic Stabilization Board in all prosecutions for violations of theEconomic Stabilization Program
  10. The Board upon direction of the Metro Mayor will take the following action:
  11. Publicize and enforce the temporary freeze on retail inventories of items designated essentialby the Federal, State or local government.
  12. Announce and enforce rationing of items to individual consumers.
  13. Announce and enforce use levels for all items to be rationed.
  14. Upon request of Federal government, report on the availability of food, petroleum productsand other essential items under local rationing systems.
  15. Advise the public how and where to register to receive rationing certificates.
  16. Set priorities on the use of all resources in Louisville/Jefferson County.
  17. Inform local manufacturers, wholesalers and retail distributors on their roles under the localrationing or priority system.
  18. Announce and enforce control on prices and rents.

Rationing procedures for food will conform to those established by USDA or KentuckyDepartment of Agriculture and those for fuel will conform to Annex P “Energy Supply to the KyEMEOP.

The Louisville/Jefferson County Metro Economic Stabilization Board will, in cooperation with otherFederal, State and local organizations, distribute policies and guidance to the populationconsistent with Federal, State, and local economic stabilization objectives. The purpose forissuing these policies and guidance is to assure application throughout Louisville/JeffersonCounty Metro Government of compatible measures, and to ascertain that the most essentialneeds are identified and met with the resources available. The Louisville/Jefferson County MetroEconomic Stabilization Board will work with all segments of the population to establishprocedures to implement economic stabilization, and ensure a fair and equitable distribution of allessential resources.

Federal Government Responsibility is to maintain the solvency and functioning of the banking and monetary system throughout theemergency period. The United States Treasury Department, through federal financial agencies,is responsible for the preparedness and administration of banking, money, credit and the taxprogram. Self-triggering operation procedures and orders have been (or will be), pre-positionedwith banks and other financial institutions at all levels throughout state and local government.

The Private Sector will where required and applicable, private sector labor, industry, business, financial and serviceenterprises will be encouraged to:

  1. Cooperate in the development and support of resource mobilization policies and programsand assure continuity of industry.

The primary objective of this program is to ensure local, state, and national survival and recovery.To achieve this objective, response phase resources available to Louisville/Jefferson CountyMetro Economic Stabilization Board will be assigned to activities concerned with saving lives,immediate military operations and economic activities essential to continued survival andrecovery. Federal, state, and local officials in their emergency assignments must determine whatresources are available, how they are to be used and the extent to which resources are lacking orin excess of essential needs.

Reports will be forwarded to FEMA concerning Louisville/Jefferson County Metro EconomicStabilization Board. The Board will develop its own administrative support staff. Personnel forthis staff should be developed through and in conjunction with each of the agencies assigned

  2. General

The day-to-day operations of the (Jurisdiction) Office of (______) provide planning and personnel training to obtain the maximum use of available resources and materials in the event an emergency should arise. During an emergency, local government will operate, coordinate and identify essential resources to be rendered to disaster victims in accordance with its Resource and Supply Organization as indicated in Appendix( ) to this Annex.

The structure of the Resource and Service Supply Team can be expanded or reduced easily as the size and scope of emergency changes. It is based on the incident command structure. This team fits into the command structure on scene as well as the Emergency Operations Center.
