CITY COUNCIL MEETING

May 1, 2017

The Faulkton City Council met in regular session on May 1, 2017 in the City Hall meeting room with Finance Officer Emily Bauer and the following council members present: Linda Bartholomew, Sheilah Fischer, Danny Ramsdell, Mark Toennies, Steve Wanner and Douglas Wittmeier. Others present: Stacy Hadrick, Dave Hedt, Brent Koens, Jody Moritz, Jerod Raethz, Val Ramsdell and April Sorensen. Mayor Slade Roseland called the meeting to order at 7:00 p.m. with all those present reciting the “Pledge of Allegiance”.

2017.5.52 Minutes: Councilwoman Fischer made the motion, seconded by Bartholomew to approve the minutes of the April 3, 2017 regular meeting. Unanimous.

2017.5.53 Financial Report: Motion by Councilman Toennies, seconded by Wanner to approve the finance report. Unanimous.

City Maintenance Report: Raethz reported they are currently de-winterizing the pool, working on some pot holes around town, the ballpark is getting closer to being done and the new box scraper works great.

Mayors Report: Mayor Roseland informed the council in the past month or two the city has repaired 5 sewer line breaks around town. All of these breaks are in lines that will be replaced with the upcoming sewer project. This is unfortunate, but demonstrates that the sewer project is very necessary. Roseland said an representative for Senator Rounds will be in Faulkton May 10th meeting with anybody that is interested. Roseland informed the council that the MN Twins Baseball Club have awarded the Faulkton baseball/softball programs a matching grant of $10,000. This grant money will go toward renovations of the ball fields. Roseland wanted to thank Crystal Kopecky and Kayla Roseland for all their work on obtaining the grant. Roseland then thanked Jody Moritz for her donation of a porcelain carousel horse she gifted to the City. Lastly Roseland reported he has heard several complaints about people parking in front of residential driveways and blocking them. Roseland spoke with the sheriff’s department about the issue and there is a city ticket that can issue if necessary.

Police Report: Deputy Sherriff Brent Koens presented the council with the April ticket report.

Economic Development Report: No report

Old Business

Healthy Communities Grant Update: April Sorensen was present to update the council on the grant that was submitted last month. Sorensen said she is still waiting to hear from the SD Department of Health and will keep the council informed when she receives any updates.

2017.5.55 Sewer Project Pay Requests & Update: Bauer presented the pay requests for the sewer project from Helms & Associates in the amount of $157,500 for the design and bidding phase of the project. Motion was made by Councilwoman Bartholomew, seconded by Fischer to approve the pay request for $157,500. Raethz informed the council we received our first shipment of pipe and manholes today. Dahme is stilling planning on starting work at the lagoon around late May or early June. The will begin with 1 crew and when they reach highway 212 they might bring another crew on to speed up that portion of construction.

Siren Update: Mark Toennies, Faulk County EM, updated the council on the progress of the 2nd siren that will be installed. Toennies said they had to make some adjustments to the base of the siren, but hope to have the siren installed within the next couple weeks.

Ballpark Update: Raethz updated the council on the ballpark improvements. He said 90% of the fence is complete. He is hoping by the end of the week to have the rest of the fence, backstops and nets completed. The scoreboards will be the last items installed.

Property Maintenance: Mayor Roseland informed the council that the sidewalk on 8th Ave that has been barricaded since last fall will be fixed soon. Raethz spoke with the owners and hope to have it repaired within the next couple weeks.

New Business

2017.5.56 Oath of Office: Oath of Office was taken by Councilmembers Bartholomew, Ramsdell and Wanner.

2017.5.57 2017-2018 City Appointments: Mayor Roseland presented the council with the 2017-2018 city appointments. Motion was made by Councilman Wanner, seconded by Wittmeier to set the 2017-2018 city appointments as the following. Unanimous.

2017.5.58 Council President & Vice President: Councilwoman Fischer was nominated to the position of Council President. There being no other nominations, Councilman Toennies moved nominations to cease and to cast a unanimous ballot for Fischer, seconded by Wanner. Unanimous. 2017.5.59. Councilman Wittmeier was nominated to the position of Council Vice-President. Councilman Wanner moved nominations to cease and to cast a unanimous ballot for Wittmeier, seconded by Bartholomew.

2017.5.60 2017 FAMC Water Aerobics Agreement: The council reviewed the 2017 FAMC water aerobics agreement for the use of the swimming pool. Motion was made by Councilman Toennies, seconded by Fischer to approve the water aerobics agreement between the City and the FAMC for the summer of 2017. A copy of this agreement is on file at the Finance Office. Unanimous.

Carousel Lot: Mayor Roseland tabled this item until the June meeting.

2017.5.61 Elevator Mural Viewing Stations: Dave Hedt was in attendance to ask the council for their approval on two viewing stations for the new elevator mural that will be painted this summer. Hedt said the artist have confirmed he will be painted the elevator and hopes to be here by the 4th of July. Hedt is working on putting together viewing stations that will include a concrete slab with an information board, picnic table or bench and donation box. The three proposed sites are in the retail center parking lot, along the airport road and at the corner of 8th and Court Street. Hedt said traffic will not block the airport road and only asking for one parking space to be given up at the FAMC billing building. Hedt asked the council’s approval for the airport road and 8th & Court Street stations. After some discussion a motion was made by Councilwoman Bartholomew, seconded by Ramsdell to allow the airport road and corner of 8th and Court Street to be used as viewing stations, pending exact locations. Unanimous.

10th Avenue from VFW Road to Pine Street: Raethz reminded the council last fall when the City moved the sewer lines on Bill Warren’s property they were going to replant the grass. Warren approached Raethz and asked if the City would instead put some crushed concrete down and finish 10th Ave from Pine Street to the VFW Road. The council asked Raethz to speak with the surrounding property owners to see how they feel about it. Raethz said he would talk with them and asked if it was ok with all the owners if he could proceed with putting the crushed concrete down. The council gave approval is all property owners were ok with it.

Community Center Cellphone Booster: Mayor Roseland tabled this as no information was available at this time.

Clean-up Week: Raethz stated in correlation with the B&P Clean-up Week, the city will do curb side pickup on Friday, May 12th. If citizens was the city to pick up white goods or branches they will need to contact the city office before May 12th.

4th of July Port-a-Potties: Raethz stated in the past over All School Reunion celebration the city has provided port-a-potties for the public. Raethz has looked into a couple different options, renting 6 port-a-potties will be approximately $1,500 or renting a portable trailer with 4 bathrooms would be $2,000. The council asked Raethz to find out more information and bring it to the next council meeting.

2017.5.62 Malt Beverage Hearing. The following malt beverage applications were presented and filed. No objections were made and no one appeared to object said applications. Councilman Wanner moved to approve said applications, seconded by Ramsdell. Unanimous.

2017.5.64 Brown Bag Permit: Councilman Toennies moved, seconded by Ramsdell to approve the following request for a “brown bag” permit as per SDCL 35-1.5.3.

June Budget Meeting & 4th of July Items: The council will have a budget meeting and 4th of July items on Monday, June 26th at 7:00pm in the City Hall meeting room.

July Meeting Date: The July council meeting will be Thursday, July 6th at 7:00pm in the City Hall meeting room.

OTHER BUSINESS

2017.5.65 Executive Session Time: 8:00 p.m. Motion was made by Councilman Ramsdell, seconded by Wanner to go into executive session for litigation and/or personnel matters per SDCL 1-25-2.
