14. General Summary of Function/Purpose of Position
This position serves as a Departmental Analyst reporting to the Director of the Program Development Division. The position assists the Director by developing, implementing and monitoring a variety of programs and projects involving professional research and analysis, election-related technical systems and programs, and data analysis and problem-solving. The position also performs data collection and reconciliation, software testing and implementation, program analysis and other duties as required.

Duty 1

General Summary of Duty 1 % of Time 45
Develop plans for initiating, implementing, testing and monitoring projects and programs involving technical programs administered by the Program Development Division.
Individual tasks related to the duty.
·  Coordinate and conduct data analysis, reconciliation, maintenance and communications involving the interstate crosscheck system used by numerous states to exchange voter registration data, to ensure Qualified Voter File (QVF) program integrity.
·  Coordinate the process for initiating, completing and testing AutoMark program files for each election, ensuring required data files are created and provided to local jurisdictions prior to each election.
·  Coordinate implementation and communication of available e-Wizard files used by County Clerks to initiate the ballot production process prior to each election.
·  Perform multiple support functions for other software applications involving the QVF file, including the online Michigan Voter Information Center (MVIC), generation of online Military and Overseas Voter (MOVE) ballot files prior to each election, Statewide Street Index and Election Night Reporting (ENR) programs.
·  Work with other Division and Bureau staff, and Michigan and other state election officials to develop and communicate written plans, procedures, requirements, research findings and necessary follow-up related to Division technical programs.
·  Provide testing of programs to ensure adherence to integration rules and programming specifications.
·  Recommend program policies and procedures as they relate to technical projects.
·  Evaluate project effectiveness – review progress and recommend changes and/or upgrades to improve project implementation processes.
·  Establish project timelines and monitor progress from inception to completion.

Duty 2

General Summary of Duty 2 % of Time 35
Conduct data analysis and related follow up to ensure the accuracy and ongoing maintenance of QVF data.
Individual tasks related to the duty.
·  Research QVF data error files, data files received from other states, issues reported by users and other available data sources to identify possible program issues requiring follow-up action.
·  Assist developers, technical support staff and other analysts identifying needed corrections/changes, planning and scheduling corrective action and documenting and tracking other needed follow-up tasks.
·  Develop, implement and track data analysis and resolution plan to ensure ongoing QVF data accuracy and integrity programs.

Duty 3

General Summary of Duty 3 % of Time 15
Conduct program analysis for Division programs, including development of written follow-up recommendations and implementation plans.
Individual tasks related to the duty.
·  Working with other Division and Bureau staff, conduct analyses of program workflow and processes for new and existing programs to ensure efficiency and effectiveness.
·  Review progress of programs and make recommend changes and/or upgrades to improve project processes to the Division Director.
·  Provide operational streamlining recommendations to the Division Director and ensure implementation of new processes as directed.
·  For program changes approved at the Division and/or Bureau level, assist with project management, tracking, implementation and evaluation plans.

The position assists the Program Development Division Director by assisting with developing, implementing and tracking key programs that deal with data analysis, documentation and communication of technical programs administered by the Division; as well as ongoing tracking and review of processes and workload to continually analyze and improve operation of key programs.

The Program Development Division of the Bureau of Elections is responsible for a variety of software development, implementation, and support activities to assist 1,519 City-Township and 83 County Clerks throughout the state as they administer elections.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor’s degree in any major.
EXPERIENCE:
Departmental Analyst 9 – no specific type or amount is required.
Departmental Analyst 10 - One year of professional experience.
Departmental Analyst P11 – Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of research and analysis.
Knowledge of the principles of administrative management, office procedures, and reporting.
Knowledge of the initiation, development, accomplishment, and evaluation of public programs or
services.
Ability to analyze, synthesize, and evaluate a variety of data for use in program development and
analysis.
Ability to establish program or service procedures, policies, or guidelines and to relate these to
objectives.
Ability to organize, evaluate, and present information effectively, both verbally and in writing.
Ability to formulate plans, procedures, and controls in a program or service area.
Ability to learn and utilize computer processes.
