Director of Consultation and Accommodation

Summary:

  • This position will be responsible for the management of consultation requests from the Ministère des Ressources Natural et la Faune (MRNF) as mandated by the management of MMS
  • This position will undertake the process of consultations in response to requests from the MRNF on behalf of the member communities as per resolutions from their respective Councils
  • An important component of this position will be to arrange technical and specialized resources to attend the consultation sessions in order to provide information and answer questions from the community and Council on the subject that is being discussed or reviewed.
  • This position will be responsible for recording the proceedings and prepare findings in an executive summary for dissemination to the member communities and the MRNF.

Duties & Responsibilities:

Develop and maintain meaningful consultation and information processes with the relevant individuals and groups within the communities, territory users, band councils etc

  • Identify the objectives of the specific consultation
  • Develop a work plan setting out roles and responsibilities, both internally and externally with stakeholder participants;
  • Ensure that the values, interests, knowledge and contribution of participants are considered
  • Identify in advance what information will be needed to support the consultation process and how this will be shared with the stakeholders
  • Determine how communications will be managed before, during and after the consultation process
  • Contract the required experts so as to provide the best information to the stakeholders on the subject being consulted
  • Identify evaluation and feed back mechanisms
  • Record proceedings and prepare summaries
  • Progress reports and the results of the consultations will be shared with stakeholders in a timely fashion and summarized in the annual report, the Gespisiq, the website and in other means as appropriate
  • Provide status reports, briefing, regarding consultations as directed by the Executive Director to the Chief’s Executive Committee (CEC), the Mi’gmaq Tri- Council (MTC), the Mi’gmawei Mawiomi Assembly (MMA) and the Mgnigng Working Group (MWG) when appropriate
  • Chair the technical advisory committee

Supporting the objective of the Consultation Office by ensuring that the organizational structure is maintained and supported by –

  • Coordinating the consultation on the subjects stipulated in the table prepared by the MRNF
  • Identifying the aboriginal community or communities affected by the project and to include them in the consultation
  • Applying an consultation approach that is easily understood by all stakeholders
  • Consulting the band council before the consultation, to inform them of the dates and to secure their participation in the process
  • Planning everything according to a work plan which allows a certain amount of flexibility
  • Reserve meeting facilities, provide for refreshments as required, encourage contracting of local community members and facilities when possible
  • Ensuring that annual budget allocations, dedicated to this process are expensed according to the approved work plan and provide regular activity reports to the Secretariat.

Enhance the Consultation Process by –

  • Forwarding the issues of communities to the working group that have not been indicated on the schedule provided by the MRFN
  • Attending conferences regarding First Nations issues which will help with knowledge of consultations that relate to the member communities
  • Keeping informed of current events and news reports that affect the areas that are being consulted on
  • Researching current cases from other First Nations
  • When writing executive summaries and reports, refer to FNQL guidelines for consultations reports
  • Contracting language experts ( community members when possible ) to allow the opportunity for community members to receive consultation in their own language
  • Be sure that there is follow-up when questions are not answered at the consultation process
  • Provide a feedback process and evaluation form to determine if further consultation is required in a community

Keep statistic data to determine the percentage of stakeholders reached.

Qualification:

  • University degree in Business Administration or Management
  • Knowledge of native rights and laws required
  • 10 – 15 years experience working with and presenting to Boards, Governmental representatives, community groups and Band Councils
  • Excellent communication oral and written in English, oral skills in French required
  • Mi’gmaq is an asset
  • Computer proficiency
  • Knowledgeable in current events regarding First Nations
  • Strong presentation and mediation skills
  • Mature judgment and initiative to work independent

Performance Measures

  • Evaluation of staff as outlined in the policy manual
  • Fair and equitable treatment of all employees of the MMS
  • Ensuring legal compliance of human rights and Canadian laws

Communication Skills

  • Successful flow of communication to the Chief Executive Committee, Director of Operations (MMS) and the three member communities as required
  • Ensure a timely and accurate reporting to the appropriate departments (internal and external)
  • Monitor measure and report on operational issues to appropriate departments and government agencies

Budget management

  • Meet all deadlines as required by approved proposal
  • Proper allocation of funding for meetings, contract of experts and resources as required.

Duration:

  • Contract 35 hours a week
  • This position will be situated in Gesgapegiag

Salary:

  • As per salary scale policy based on experience
