ME - Maine DEP is convening a working group to review costs of collection, transportation, handling and recycling in Maine’s system, and to compare those costs with other states’ manufacturer responsibility programs to identify opportunities for costs savings. The work of this group will be done mostly through correspondence. The results will be included in a report to Maine’s Legislature in January 2010. MD – Maryland recently awarded 22 electronics recycling grants (18 counties and 8 municipalities) totaling $616,552. Funding for these grants comes from electronics manufacturer registration fees.

MO - An emergency rule was necessary to satisfy the statutory mandate to promulgate a rule to implement the E-Scrap Law. The emergency rule was filed June 19, 2009, will be effective July 1, 2009 and expires on February 25, 2010.
The proposed rule was filed June 19, 2009. The proposed rule will be published in the Missouri Register on August 3, 2009.
The comment period for the proposed rule also begins on August 3, 2009. A public hearing on the proposed rule will be held October 15, 2009 at the Missouri Hazardous Waste Management Commission meeting (you may suggest that they send in comments before the commission meeting so that their comments could be discussed at the meeting). The comment period for the proposed rule will end October 22, 2009. Final rule will be effective April 30, 2010.

TX –HB 821 was vetoed by Governor Perry on June 19. The bill would have established a TV take-back program based on manufacturer market share and requiringa $2,500 annual registration fee.

The Texas Computer Equipment Recycling Program continues on its course, now with80 manufacturers (representing 113 brands) on the TCEQ's online list. The first annual report is due on January 31, 2010.

VA – Computer Recovery act passed July 1. Their website has list of manufacturers that have a compliant program - approximately 28 companies are compliant. They will take any computer or computer product that they manufacture with no charge to the consumer. They also provide info on how they will manage recycling correctly and provide some security measures on data destruction. MRM is representing some other manufacturers and isupgrading their website due to the VA standards. There is also a new recycling video on monkeysee.com that shows how to recycle – it includes a section about electronics recycling:

WV - Manufacturer registrations have slowed. The grant fund collected approximately $400,000 in manufacturer fees and local governments have until August 31 to submit grant applications.
