TC57/2012 FIRE SAFETY INFORMATION

The Chairman, Cllr H Bowling, explained the Fire Safety Procedure.

TC58/2012 TO SUBMIT APOLOGIES FOR ABSENCE AND TO ACCEPT

REASONS

Resolved that the following apologies for absence and reasons be accepted by the

Town Council: Cllrs Ms C Barlow – work, Miss V S L Chadwick – work, Ms K L Lawrinson – personal commitment and C J Peacock – work.

The Town Mayor read the notice convening the meeting.

TC59/2012 TO RECORD DECLARATIONS OF INTEREST FROM MEMBERS IN

ANY ITEM TO BE DISCUSSED

Cllr Jones declared a Personal Interest in the Planning Applications because he is a member of the Bolton Council Planning Committee.

Cllrs Battersby, D A Chadwick, Mrs Crook and Jones declared Personal Interests in

Agenda Item 6 – The attendance of the St Bartholomew’s CE Primary School Head Teacher re the request for a grant, and Agenda Item 18 – Discussion of the request for a grant from St Bartholomew’s CE Primary School Friends Association and to approve any action

TC61/2012 THE ATTENDANCE OF THE ST BARTHOLOMEW’S CE PRIMARY

SCHOOL HEAD TEACHER RE THE REQUEST FOR A GRANT

The Head Teacher, the Chair of Governors and the Deputy Head Teacher explained the Grant Application and answered questions from the Town Council.

TC62/2012 TO DISCUSS PLANNING AND DEVELOPMENT MATTERS AND TO

APPROVE ANY ACTION

a)TOWN COUNCIL’S COMMENTS ON PLANNING APPLICATIONS

Resolved that the Town Council’s comments on the following

Planning Applications are placed before the Bolton Council Planning Committee:

87828 The Town Council raised objection to the variation of condition 14 on

Application 84059 because large heavy goods vehicles and articulated

lorries regularly use the James Street/Church Street junction and

James Street needs to be widened

87831) The Town Council requested that the Bolton Council Planning Committee

87838) or the Planning Officer determine these applications, and asked that any

87839) permission granted should be for the current owner and should not be

passed on to any future owner

87866 The Town Council raised no objections

87891 The Town Council requested that the Bolton Council Planning Committee

or the Planning Officer determine this application

b) DISCUSSION ON PLANNING APPEALS

Proposed Cllr D A Chadwick, seconded Cllr Mrs Allen and resolved that the

Town Clerk send a letter of objection to The Planning Inspectorate re the

Enforcement Notice Appeals by Walter Forshaw Holdings Ltd and

Malrod Holdings Ltd, Units 1 & 2 Stotts Park, James Street, Westhoughton,

Bolton.

c) TO NOTE PLANNING DECISIONS

Resolved that the Planning Decisions, as circulated, be received and noted

TC63/2012 TO ACCEPT THE MINUTES OF THE TOWN COUNCIL MEETING,

HELD ON MONDAY 26TH MARCH, 2012

Proposed Cllr Jones, seconded Cllr Battersby and resolved

that the minutes of the Town Council Meeting, held on Monday, 26th March, 2012

as circulated, be approved.

TC64/2012 TO NOTE THE MINUTES OF THE PLANNING AND FINANCE

GENERAL PURPOSES COMMITTEE MEETING, HELD ON

MONDAY, 16TH APRIL,2012

The Minutes of the Planning and Finance & General PurposesCommittee Meeting held

on Monday, 16th April, 2012, were noted by the Town Council.

TC65/2012 DISCUSSION ON LOCATIONS FOR SPEED SIGNS AND TO APPROVE

ANY ACTION

Resolved that Councillors e-mail the Town Clerk with their preferred locations, including lamp standard numbers.

TC66/2012 DISCUSSION ON THE PRETORIA PIT DISASTER COMMEMORATIONS

AND TO APPROVE ANY ACTION

Proposed Cllr Battersby, seconded Cllr D A Chadwick and resolved that the

Town Council arrange two Services of Remembrance, on Friday, 21st December, 2012 using the same format as in 2011:

a) 7.40 a.m., short Service of Remembrance at the Pretoria Pit Disaster Centenary

Memorial, Ditchfield Garden, conducted by Reverend G Lawson, with two maroons

fired at 7.50 a.m.

b) 10.00 a.m., Service of Remembrance at the Parish Church of St Bartholomew,

conducted by Reverend Lawson, followed by the laying of floral tributes at

the Pretoria Monument

TC67/2012 DISCUSSION ON THE PURCHASE AND SITING OF AN OLYMPIC TORCH

BANNER/S AND TO APPROVE ANY ACTION

The Town Clerk had liaised with Bolton Council and had been informed that

onlyLocog can site Olympic Banners along the route, in accordance with the

Olympic Sponsors, and any unofficial banners could be removed.

The Town Council is therefore unable to proceed.

TC68/2012 DISCUSSION ON THE PURCHASE OF AN ADDITIONAL 1,000 HAND

WAVING UNION JACK FLAGS AT A COST OF £100 NET AND TO

APPROVE ANY ACTION

Cllr Battersby reported that pupils from Westhoughton Primary Schools and

Westhoughton High School will be standing along the Olympic Torch route in order to welcome the Olympic Torchbearers on 31st May, 2012.

Proposed Cllr D A Chadwick, seconded Cllr Mrs Allen and resolved that the

Town Council purchase an additional 1,000 flags at a cost of £100 net for distributing to the pupils. The flags can then be used for Her Majesty the Queen’s Diamond Jubilee Bank Holiday weekend.

TC69/2012 DISCUSSION ON THE PURCHASE OF A DAISY HILL IN BLOOM

BANNER, AT A COST OF £57.95 AND TO APPROVE ANY ACTION

Proposed Cllr Battersby, seconded Cllr Mrs Allen and resolved that the

Daisy Hill in Bloom Committee purchase a Daisy Hill in Bloom banner, at a cost of

£57.95. This is in accordance with Section 137 of the Local Government Act 1972.

TC70/2012 TO APPROVE THE BANK RECONCILIATION FOR 1.3.12 – 30.3.12

Proposed Cllr D A Chadwick, seconded Cllr Mrs Winrow-Baker and resolved that the

Bank Reconciliation for 1.3.12 – 30.3.12, as circulated, be approved.

TC71/2012 TO APPROVE THE ANNUAL ACCOUNTS FOR 2011-2012

Proposed Cllr M D J Chadwick, seconded Cllr Ashcroft and resolved that the

Annual Accounts for 2011-2012, as circulated, be approved.

TC72/2012 TO APPROVE SECTIONS 1 & 2 OF THE ANNUAL RETURN FOR THE

YEAR ENDED 31ST MARCH, 2012

Proposed Cllr M D J Chadwick, seconded Cllr D A Chadwick and resolved that

Sections 1 & 2 of The Annual Return for the year ended 31st March, 2012, be approved.

TC73/2012 DISCUSSION ON THE REQUEST FOR A GRANT FROM

ST BARTHOLOMEW’S CE PRIMARY SCHOOL FRIENDS ASSOCIATION

AND TO APPROVE ANY ACTION

Proposed Cllr D A Chadwick, seconded Cllr Harkin and resolved that the Town Council approve a grant of £2,000 for St Bartholomew’s CE Primary School Friends Association

for a Diamond Jubilee event for children.

This is in accordance with the Miscellaneous Provisions Act 1976.

TC74/2012 TO APPROVE THE ACCOUNTS FOR PAYMENT

Proposed Cllr D A Chadwick,seconded Cllr Battersbyand resolved that approval

be given to the signing by two members and the Town Clerk of an authorisation for

payment of accounts totalling £15,726.12

The payment for a Daisy Hill in Bloom banneris in accordance with Section 137 of the Local Government Act 1972, the payment to Greater Manchester Police is in accordance withthe Local Government Rating Act 1997.
