TOWN OF GREENE

Regular Town Board Meeting

August 9, 2017

The regular meeting of the Greene Town Board was held on the above date at 6:00 PM at the Town Hall, 51 Genesee Street, Greene, New York 13778.

PRESENT: Supervisor Pete Raymond, Council Members Joe Henninge, Gale Clinton, Diane Flanagan, Steve Page and Judge Dan Acunto

OTHERS: No others in attendance.

Supervisor Raymond opened the meeting at 6:00 PM by leading the Pledge of Allegiance.

Judge Acunto accepted the resignation of Court Clerk Jonalyn Cooper, who will be leaving at the end of the year. There was a discussion regarding residency requirements for the position. We can further discuss this once we see who applies. Supervisor Raymond suggested posting the job on the Town’s website. Judge Acunto was going to place it on other websites as well. Town Clerk will place ad in the Chenango American.

MINUTES

MOTION by Henninge, seconded by Flanagan that the minutes dated July 12, 2017 and July 27, 2017 as submitted by the Town Clerk are approved. Ayes all. Carried.

BILLS

MOTION by Page, seconded by Clinton to pay all bills as presented. Vouchers #20170793 through 20171006. General $6,892.40, General Outside $223.51, Highway $27,199.08, Highway Outside $16,440.91, Greene Intermunicipal Parks Commission $357.28, Joint Recreation Commission $100.00, Water District One $61.08, Water District Two $75.59, Water District Three $61.09. Ayes all. Carried.

REPORTS

MOTION by Flanagan, seconded by Clinton to receive and file all Reports as submitted by the Highway Superintendent, Town Clerk, Dog Control Officer and Planning Board Minutes dated July 24, 2017. Ayes all. Carried.

COMMITTEE REPORTS

Council Member Henninge reported the Greene Fire Department had another major structure fire and has been busy with numerous power outages and accidents. There are still concerns about membership. He stated they are surviving with mutual aid from other companies. The Greene Fire Department marched in the Chenango County Firemen’s Parade and placed first.

Council Member Page reported the Ball Flats Committee will have three (3) meetings next year in April, June and August.

Council Member Page reported the Joint Recreation Commission has one (1) more week of open swim and the program went well this year.

MOTION by Henninge, seconded by Page to receive and file all Committee Reports. Ayes all. Carried.

MONIES RECEIVED

Town Clerk $8,519.59

Sales Tax 2nd Quarter $137,764.13

Supervisor Raymond stated Sales Tax was up considerably compared to last year.

COMMUNICATIONS

Supervisor Raymond provided each Council Member with an article from the Oneonta Daily Star regarding ‘Raise the Age Law’. It is recent legislation that increases the New York age of criminal responsibility to 18 years old. The law will go into effect October 1, 2018 and provide 16 and 17 year olds who have criminal offenses to be placed in a separate detention facility.

BOARD DISCUSSION

Supervisor Raymond discussed the draft copy of the ‘Unexpended Fund Balance Policy Proposal’. He will make revisions to this policy for next month’s meeting.

The Board is still in the process of adding changes to the ‘Town of Greene Employment Policy’.

MOTION by Clinton, seconded by Henninge to adjourn the meeting at 6:20 PM. Ayes all. Carried.
