1. This Invitation for Bids followsthe General Procurement Notice for this Project that appeared in DgMarket dated in April 30, 2010

2. The Republic of Uzbekistan has received a credit from the International Development Association toward the cost of "Basic Education Project. Phase II", and it intends to apply part of the proceeds of this credit to payments under the Contract for the Supply of Laboratory, Manual Training Equipment and Instruments for 5-9 classes (Contract No BEPII/ICB4-2011).

3. The Ministry of Public Education now invites sealed bids from eligible and qualified bidders for the supply of Laboratory, Manual Training Equipment and Instruments for 5-9 classes:

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits(May 2004, revised in October 2006), and is open to all bidders from Eligible Source Countries as defined in the Guidelines(May 2004, revised in October 2006) which can be found at the following website:www.worldbank.org/procure.

5. Interested eligible bidders may obtain further information from Mr. Ganiyev, Procurement Officer, Department for Schools Endowment of the Ministry of Public Education of the Republic of Uzbekistan, e-mail:,phone/fax numbers: +(998-71) 239 14 82and inspect the Bidding Documents at the address given below from 10:00 till 17:00 Tashkent time on the regular business days.

6. Qualifications requirements include:

(a) Financial Capability

The Bidder shall have stable financial position. Average annual turnover (defined as total amount of payments received by the supplier under executed or ongoing contracts) during each of the last 2 years shall be at least the bid price, in case of bidding for more than one lot, the average annual turnover during each of the last 2 years shall be at least the total bid value for all lots.

The documentary evidence should be in the form of audited financial reports, balance statements verified by the State Tax Inspection (or other relevant authority),or certificate from a chartered accountant.

(b) Experience and Technical Capacity

(i) The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

At least 2 successfully executed contracts for the supply of similar goods as main supplier during the last 3 years. The bidder shall be properly established in its country of incorporation for at least 6 months.

The documentary evidence should include a copy of the company registration certificate and a Reference List with information on the supplies and satisfactory performance for the past 3 years, including contact details (phone, fax, e-mail, address) of previous clients.

(ii) The Bidder shall furnish documentary evidence to demonstrate that it meets the following requirement(s) for technical capacity:

Availability of local service facilities for offered Goods (own or under contract) staffed with qualified service personnel:

o For Lot No. 5 # in each of the following 7oblasts of Uzbekistan covered by the project: Bukhara, Kashkadarya, Kharezm, Navoi, Samarkand, Surkhandarya and Syrdarya Oblasts.

The documentary evidence should include description of proposed service facilities, their locations, description of service staff available and explanation of contractual arrangements for service facility (own or contracted). Relevant certificates should confirm qualifications of service staff.

(iii) The Bidder should have the relevant license(s) for activities indicated in legislation of the Republic of Uzbekistan.

(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following requirement(s):

The manufacturer(s) of the Goods offered shall have experience in manufacturing similar type of goods at the own manufacturing facilities for not less than last one (1) year.

(d) The Bidder shall furnish a confirmation that it meets the following requirement(s):

The Bidder shall not be under reorganization, liquidation or bankruptcy and shall not be engaged into litigation or arbitration procedure with the Purchaser.

The Bidder shall submit a statement on that effect.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee in the amount of 100,00 (one hundred) US Dollars or equal sum in Uzbek Soums at the exchange rate of Central Bank of Uzbekistan as on the date of payment. The method of payment will be by bank transfer to the below indicated bank account. All charges related to bank transfer are to be covered by the bidders. Cash and guarantee checks are not accepted.

The Bidding Documents, at the bidder's option, may be either collected by a bidder's representative from the project office at the address below, or will be forwarded through courier service to the address specified by the bidder.

Electronic copies of Bidding Documents may also be forwarded by electronic mail to those bidders who paid the nonrefundable fee, however the hard copies of Bidding Documents will prevail in case of any discrepancy.

8. Bids must be delivered to the address below at or before 12:30 Tashkent time on 4 August 2011.Electronic bidding will not bepermitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below immediately after the deadline # 4 August 2011., at 12:30 Tashkent time.

All bids must be accompanied by a Bid Security

for lot No. 1-not less than 10 000 (ten thousand) US Dollars,

for lot No. 2-not less than 5 000 (five thousand) US Dollars,

for lot No. 3-not less than 10 000 (ten thousand) US Dollars,

for Lot No. 4-not less than 5 000 (five thousand) US Dollars,

for Lot No. 5-not less than 20 000 (twenty thousand) US Dollars

Bid Security can in the currency of the bid or an equivalent amount in a freely convertible currency.
