SEEDS Program, Coxs Bazar.

Introduction:

COAST is implementing SEEDS Program which is funded by Stromme Foundation in three branches of Cox’s Bazar district. SEEDS program ont only involve in it program site but involve in COAST micro-finance. Stromme Foundation is one of the major partners of COAST. SEEDS program will be implemented through program and micro finance. The project period is 2014 to 2018. One year has already gone and we have some of achievement along with minimum failures. We have another four years to go at the ending point of the program. To achieve expected outcome of the program we have prepared a detail plan of operation for implementing of the program activities successfully in 2015 - 2016.

Description of the Project:

At present program activities are running in three upazila (Cox’s Bazar Sadar, Ramu and Pekua upazila) of Cox’s Bazar district. We directly cover 3500 marginalized poor under SEEDS program. Rest of the 9000 poor family cover under micro finance through Stromme Foundation invested ten micro finance branches of COAST in Cox’s Bazar. The branches are Cox’sbazar Sadar-2, Moheshkhali Sadar, Hoanok, Kalarmar Chora, Badarkhali, Ukhiya, Ramu, Hnila, Toitong and Sonachori. We will cover marginal poor people under those micro-finance branches.

SEEDS program consisted of eight main components: The components are as follows:

1.  Pre-School/ Moktab:

COAST operates pre-school intervention in Moktab and Non-Moktab centre (per centre contains 30 children) under SEEDS program that’s main view is to attached with mainstream education. Community peoples & CMC are monitoring this center by their close eye and ensuring their regular activities. Finally all children of said center attached with mainstream education. Because most of the targeted children never go to school or parents do not show importance to enroll in primary school. Our center activity for enrollment is increased to primary school of 5+ age children of poor families. This year COAST follow NCTB pre-primary book which is referred to children in pre-primary education. We have trained our teacher according to government curriculum by the trained up teacher.

2.  Shonglap and Shonglap Forum:

Shonglap & Shonglap Forum operates as per prescribed guidebook provided by Stromme Foundation for school dropout adolescent girls. It runs one year. Adolescent learn here first nine month life related fundamental topics and life skill issues and rest of the three months of one year they receive income generating activity (IGA) training such as poultry and goat raring, tailoring, vegetable cultivation etc. It is a remarkable reflection to the community and it changes behavior, attitude of adolescents along with parents and local community. In Shonglap center all the adolescent girls must be school dropout or non- school going girls. One-year education and empowerment programme supports adolescent girls for awareness raising, literacy, life and job skills enhancement. It aims to empower girls to overcome challenges and take control of their lives, address gender inequality in the families and communities, and reduce early marriage.

On the other hand, Shonglap Forum operates after completion one year of Shonglap. Basically, Shonglap Forum consists of graduated Shonglap adolescent girls and others girls. The main purpose of Shonglap Forum is to follow up graduated Shonglap adolescent girls. There are three types of girls consist of it. They are school going adolescent girls, school dropout adolescent girl/ non school going adolescent girls and graduated Shonglap adolescent girls.

3.  Quality education:

We are working along with government and registered poor primary school to ensure better educational environment among those primary schools. The main focus of this activity is to ensure quality of education at targeted primary school. Because of this intervention, the rate of passing on examination is increased; students enjoy a joyful learning environment in school and increased their participation in co-curriculum activities. This activity is implemented with Govt. and registered primary school.

It works with poor performing schools, and aims to build capacity of the teachers, parents and local duty bearers for higher performance of the students. It gives special emphasis on building awareness and capacity of school management committee and parent-teacher association to perform their responsibilities better.

We will strength school management committee (SMC), more involvement of parents on school management process and so on. First of all we develop school development plan (SDP). In this plan, we analysis five years plan in which the school how improve their results, reduce their dropout rate, make joyful learning environment etc.

4.  Bridge school :

Bridge school is a one of the new component of SEEDS program. Bridge school operates as per prescribed guidebook provided by Stromme Foundation for school dropout students who dropout school from class three or four. In Bridge school, per center have 15 to 16 students of class three or four. There are two types of grade in Bridge school. Basically it is multi-grade class room learning management process. Most of the learning system is divided into small group in this process.

5.  Family Development Plan (FDP) :

Family Development Plan (FDP) is the most important component in the SEEDS Program. Marginalized poor family has no idea how they change their family condition & come out from poverty. They need holistic development. COAST Trust selects 3500 families by base line survey. Family Development Plan is the tool that meaningfully facilitates the family to take a development action plan by analyzing their concurrent situation with a view to a deliberately manifested vision. It is the Plan to establish healthy, educated, self-esteemed decent standard family unit with political freedom, guaranteed human rights and personal self-respect.

6.  Self Reliant Group (SRG) :

Self Reliant Group (SRG) is another important component under SEEDS Program. Marginalized poor families have different types of problem. Some are individual and some are community base problem. To solve their common & combine problem, they need to build group. Self Reliant Group works to establish their rights and ensure to minimize their common problem. Self-Reliant Groups is envisaged in SEEDS as a driving force for inclusive development of the marginalized poor. Systematic intervention would help the group to identify the needs/problems, analyze and diagnosis the problems rightly and help to taking action to solve that. We have 300 SRG plan in SEEDS program.

7.  Community Managed Micro Finance (CMMF):

Community Managed Micro Finance (CMMF) is one of the major interventions of SEEDS program. All the functions of CMMF are managed by the members of SRG. They save money their own account by themselves. Savings, loans, loan management, future plan, and rate of interest everything defines by them.

At first Community Manage Micro Finance will be formed in SRG group. The next CMMF group will be at ward level and least level will be at the union level. CMMF approach will be all about rebuilding strong and homogenous community’s thereby bringing people together and empowering community’s people. The three levels of the group, their main roles and function are savings, emergency credit strengthen SRGs and promote an integrated and holistic micro finance approach. COAST will arrange CMMF core team meeting for making CMMF operational guide line.

8.  People’s organizations (POs):

SEEDS program plans to increase its focus on grassroots mobilization and advocacy through people’s organizations. Educating and organizing marginalized into POs will help them to pursue democratic practices and facilitate opportunities for economic empowerment through group savings, loans and livelihood opportunities. POs will be supported to advocate with local government agencies to bring about desired social changes in the communities.

People’s organization is necessary to strengthening public sector and civil society. COAST will organize 16 Peoples organization under SEEDS program. Self Reliant Group is small Peoples Organization. We will establish twelve Pos in 12 unions, three Pos 3 Upazilla, and one district level PO under SEEDS Program. The committee will done advocacy to establish their rights and received service from government, non government and other service holders. POS will make Social bond and affinity among members; solve basic social issues in family and community and mobilized resources and services through linkages with other service provider.
